Description/Notes: | Position Purpose Supports the FWISD priority of ensuring every child is Kindergarten ready upon entry into FWISD. Leads intentional strategy for curriculum, assessment, and instruction that improve overall quality in Pre-Kindergarten classrooms across the District in reading, math, and age appropriate instructional practices to deeply engage FWISDs youngest learners. Ensures that the Early Learning instructional approach aligned to student needs vertically, reflects research and evidence-based practices. Coordinates with District Staff to ensure verticality in instructional approaches and pedagogy as well as alignment to District priorities. Implements all state and locally required assessments to ensure adherence to State and Local policies/practices. Engages the community and external partners in discussions around Birth to Five, Kindergarten Readiness, and Quality Early Learning Programming to ensure alignment Works closely with Head Start and other community run programs, to provide access to FWISD resources and staff, to align pedagogy and practices, and to ensure Kindergarten readiness for all future FWISD students. Works with other departments to ensure high quality implementation and support for PK and early learning programming is a reality for all stakeholders across the District. ESSENTIAL JOB FUNCTIONS Program Management Directs the development and management of state and federal grant proposals and budgets. Implements and monitors federal and state requirements and regulations pertaining to instructional programs, professional development and curriculum standards. Collaborates with District departments to coordinate and implement programs that support the special needs of all student populations. Collaborates closely with all other Executive Directors in Teaching & Learning Department to ensure coherence across the Department Monitoring & Evaluation Uses qualitative and quantitative data to make decisions about teaching and learning in regard to the subject content. Monitors instructional progress to evaluate progress toward program goals and gathers other significant data relevant to the success of initiatives, grants, or programs, when applicable. Coordinates the development and implementation of effective and efficient assessment systems and data collection processes that provide a record of baseline measures and tracks longitudinal trends. Policy, Reports, & Law Compiles, maintains, and files all reports, records, and other documents as required. Participates in the research of and application for grants or revenue sources for assigned area. Budget & Inventory Assists in the development and management of budgets equitably to support and maintain quality programs to maximize student achievement. Ensures that operations are cost-effective and funds are managed wisely. Coordinates the purchase of all computer hardware, software, and supplies; initiates purchase orders and bids in accordance with budgetary limitations and District policies. Procures and distributes program materials and assists schools and staff in the utilization of program resources. Reviews staffing allocations and makes necessary changes to ensure that student needs are met. Professional Development & Learning Community Attends principal meetings, department meetings, and other meetings needed to remain informed and ensure full integration of subject content issues in District initiatives. Communicates the latest developments in curriculum and innovative instructional programs to improve student achievement. Collaborates with District staff to ensure that all Early Learning programs and supports are executed and supported at the highest level and cross-functionally. Continues to acquire professional knowledge and learn of current developments in the educational field by attending seminars, workshops or professional meetings, or by conducting research. Supervisory Responsibilities Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal. Knowledge, Skills & Abilities Knowledge of applicable federal and state laws, regulations, and reporting requirements, as well as District policies and procedures, related to Early Learning Education, special education, and individuals with disabilities. Knowledge of program, curricular, and assessment requirements in Texas public schools PK-12, including English Language Learners. Knowledge of current teaching methods and educational pedagogy, as well as differentiated instruction based upon student levels. Knowledge of assessment and accountability systems, data collection, management, and analysis. Knowledge of best practices in administration, program evaluation, and staff supervision. Knowledge of current District programs, initiatives, and coaching structures. Knowledge of budgets and budgeting processes for both local and federal funds and experience in developing and managing central or campus budgets. Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources. Skill in aligning curriculum instruction and assessment to standards, implementing academic programs, and leading/facilitating effective collaboration among departments. Skill in building highly functional instructional leadership teams, and implementing instructional programs effective in improving student academic outcomes. Skill in program design, implementation, and management. Skill in coordinating, planning, organizing, and facilitating staff development. Skill in monitoring/assessing the performance of self, other individuals, or organizations to make improvements or take corrective action. Skill working with a diverse, urban population, preferably focused on families. Ability to navigate the process as an unbiased facilitator though the organization to gain buy-in from multiple stakeholders, from the Board to schools. Ability to direct the on-going instructional programs for the District, providing for innovative programs and modifications to improve the quality of instruction. Ability to plan, organize and coordinate projects, work and training related to the implementation and supervision of the Early Learning and PreK instructional programs for the District. Ability to apply contemporary curriculum frameworks and current national and state standards for student learning. Ability to provide instructional leadership, engage in creative problem solving, and contribute to effective team building. Ability to work collaboratively with students, staff, parents, and members of the community. Ability to use qualitative and quantitative data to make decisions about teaching and learning including student and teacher assessment. Ability to use software to access databases, email, create spreadsheets, and do word processing. Ability to organize and prioritize tasks, work under pressure, and meet multiple deadlines. Ability to prepare oral or written communications, such as presentations, reports, memoranda, letters, grant proposals, curriculum documents. Ability to engage in self-evaluation with regard to leadership, performance and professional growth. Ability to establish and maintain cooperative working relationships with others contacted in the course of work. Travel Requirements Travels to school district buildings and professional meetings as required. |
Qualifications: | Education: Masters degree from accredited college or university; Major in Early Childhood Education, or other relevant discipline with significant coursework and/or professional learning related to Early Childhood Education. Certification/License: Valid Texas Teaching Certification, Early Childhood, PK-3 or Elementary; Valid Texas Mid-Management or Principal Certification preferred; ESL Certification preferred. Experience Required: 6 years including; 3 years teaching Early Childhood, PK-3, or Elementary; 3 years as a central administrator or principal, with significant experience in working with programs for students at the early learning and elementary levels. Experience Preferred: Curriculum alignment, standards, implementation and assessments; Designing and delivering professional learning for adult learners (teachers, administrators, central office staff); Leading in large urban school districts with diverse populations; Working with community and external partners. Language: Bilingual (English/Spanish oral and written) or ESL Certification preferred. |
