Description/Notes: Primary Purpose:

Direct Safety and Security Services programs and functions affecting the safety, security and emergency preparedness of District campuses, facilities, students, staff and visitors.

Qualifications:

Education/Certification:
Bachelors Degree (required); Masters Degree (preferred)
Coursework, training or certification in public safety, school safety and security, emergency services, emergency management or related disciplines
Master Peace Officer Certificate (TCOLE)

Strong organizational, communication, public relations and interpersonal skills

Exceptional work ethic, self-initiative and attention to detail

Skill and effectiveness in working collaboratively with others in developing or implementing new programs, procedures and processes

Exceptional writing and verbal communication skills, including in the context of fact-gathering, investigation of incidents, and drafting policies, procedures, training materials and informational reports

Knowledge of emergency management / emergency preparedness methodology, preferably in a public school district or other governmental entity

Strong knowledge of law enforcement, school security, and criminal justice procedures, practices and related codes and laws

Skilled in conducting and managing/supervising investigations into serious incidents and/or personnel issues

Skilled in leadership principles, functions and methods, personnel staffing and evaluation

Skilled in office technology (Word, PowerPoint, Excel, Google Suite, etc.)

Working knowledge of security-related technology (security cameras, video exporting, access control systems, etc.)

Skilled in public speaking and presentations

Skilled in developing and providing training to small and large groups

Excellent judgment and the ability to make sound, reasonable decisions while under pressure

Experience:

10 years successful experience with a law enforcement agency, governmental entity, or educational institution in which the special knowledge/skills described above were central to the responsibilities of the position(s) held, with at least 5 years in a management or upper-leadership role (rank of Lieutenant) or equivalent position and work experience as determined by the District.


Major Responsibilities and Duties:
Work collaboratively with campus staff and other District departments to provide students and staff with high quality, safe and productive learning environments

Direct the day-to-day operations of the Safety and Security Services Department

Direct various programs involving the District-wide assignment of safety and security personnel, support personnel, contract peace officers and contract security personnel.

Coordinate School Resource Officer (SRO) program and serve as liaison between the District and the officers employing agencies

Direct the Districts response to urgent, emergency, or safety-related situations arising at campuses and other facilities

Direct the Districts response to requests for records, video recordings and other information made pursuant to the Texas Public Information Act or for other authorized purposes

Develop, coordinate and implement operational or safety plans for special events

Direct internal investigations into workplace misconduct, policy violations and other sensitive matters

Draft, review and revise reports and other communications

Direct criminal history review and fingerprinting processes for applicants, employees, volunteers and contractors to ensure compliance with District guidelines

Serve as the Districts emergency management coordinator for purposes of developing, maintaining, implementing and revising the Districts Multi-Hazard Emergency Operations Plan (MEOP) in compliance with applicable law and regulations.

Coordinate the Districts Safety and Security Committee, and serve as presiding officer at Committee meetings

Direct the regular review and update of campus emergency operations plans

Direct state-mandated safety and security audits of campuses and other District facilities

Curate and direct emergency preparedness training and related activities with campuses and/or outside agencies to promote and/or test emergency readiness of various District components

Foster ongoing, positive relationships between the District and local Police Departments, Fire Departments and Emergency Management departments

Serve as a liaison between the District and outside regulatory, law enforcement or similar agencies

Direct the Districts Canine Detection program

Direct the Districts Campus Safety Monitor Program at senior high schools

Serve on Behavioral Threat Assessment panels as needed

Direct strategic planning, budgeting, human resource management, staff development, and resource allocation/monitoring

Attend meetings of various District stakeholders to make presentations concerning District safety and security efforts and/or to answer questions concerning specific events occurring within the district

Attain certifications as required

Demonstrate behavior that is professional, ethical, and responsible and serve as a role model for all district staff

Maintain strict confidentiality of sensitive matters

Follow all rules, regulations, and policies of Plano ISD and follow directives from supervisor

Follow attendance policy as assigned by supervisor

Perform other functions that may be assigned by the Administration and/or supervisor


Supervisory Responsibilities:
Supervise and direct the activities of all safety and security and support personnel assigned to the department.

Salary Range: Minimum salary: $122,525.22/ 246 day contract (salary commensurate with experience)
