Description/Notes: Primary Purpose:
Responsible for ensuring that financial management and business functions and activities are operated in a legal and efficient manner to provide maximum support and contribution to the instructional program of the school district. Serves as the chief financial officer of the district. Provide direction and leadership for the short-term and long-term financial and business operations of the district while maintaining financial transparency with the districts Board of Trustees, district personnel, and community members. This position is charged with maintaining sound business operational practices and systems and is responsible for fiduciary trust over public funds.
Major Responsibilities and Duties:
Manage the activities and services of the districts finance and business services.
Provide daily business oversight and direction across all district departments and divisions; conduct reviews of the departments and make recommendations to the Superintendent for changes.
Assist the Superintendent in providing leadership and vision to develop, achieve, and maintain the best possible business operations for the district.
Assist the Superintendent in identifying financial and business operational goals, strategies, and plans to support the achievement of the districts mission.
Provide technical information and assistance to the Superintendent regarding District financial and business operations, issues, needs, services, activities, and history.
Oversee administration of financial and business functions and matters associated with the district ensuring that financial and operational activities conform to applicable law, accounting as prescribed by the Texas Education Agency, and District policy.
Collaborate and report to the School Districts Board of Trustees to assist in providing financial and business operational information to support the fiduciary responsibility to the Board of Trustees.
Collaborate with district leadership to review, analyze, and determine appropriate responses to collective issues.
Serve as a member of the Superintendents Leadership Team and participate in School Board meetings.
Lead development and review of fiscal and business operations policies and regulations to provide effective delivery of District business operations and functions.
Develop long-range and short-term objectives for districts business operations and prepare district budget. Monitor budget variances and oversee budget adjustments.
Ensure that all financial obligations of the school district (accounts payable, notes payable, bonded indebtedness, and payroll) are met on a timely basis.
Implement and maintain internal control procedures to ensure the safeguarding of assets and reliability of accounting data and to promote operational efficiency and ensure adherence to prescribed procedures.
Oversee the auditing program for all district funds and work cooperatively with the districts independent and internal auditors in conducting periodic audits
Administer the business office budget and ensure that programs are cost effective and funds are managed prudently.
Maintain the districts investment portfolio. Supervise and coordinate the investment of all available funds to the best interest of the school district and ensure that these funds are adequately protected against loss at all times.
Supervise and annually evaluate direct reports, assigned administrators, and departments. Perform other duties as assigned.

Qualifications: Education/Certification:
Bachelor degree in business related field
Masters degree in business related field and/or TASBO certification preferred

Special Knowledge/Skills:
Five years of school district leadership experience in school business and finance
Both strategic and tactical in thinking and problem solving; proven skills and experience in strategic planning, communicating a vision and goals to others and effectively implementing action plans throughout an organization; utilizing out-of-the-box thinking and being a positive force within the district and community
Successful experience in unifying, motivating, developing, supporting, empowering and trusting a high performing team of administrators, teachers, principals and support staff
Current knowledge of best practices, continuous improvement strategies and high expectations for performance; commitment to maintaining high standards and increasing accountability for results at all levels
Advanced written, verbal and listening skills; excellent organization skills
Advanced experience with public school finance policy, procedure and management
Demonstrated successful record of fiscal accountability and data-driven decision-making; managing a highly competent team to oversee daily business and finances; highly developed accounting and budgeting skills; advanced ability to collect, analyze and interpret data
Superior interpersonal skills and relations with the ability and experience to develop effective relationships. Excellent public relations, leadership, business management, decision - making and collaboration skills
