EDUCATION AND EXPERIENCE
Bachelors Degree
Five years related experience and/or training; or equivalent combination of education and experience



High School Diplomas and college/university degrees must be obtained from an accredited program or university approved by the United States Department of Education and the Texas Education Agency.



PRIMARY PURPOSE SUMMARY:
Initiates eCommerce alliances between North East Independent School District and corporations, partnerships and other businesses. Ensures the expenditures and expenses of the District bring the best value to each department and campus in the District's efforts to promote and support North East Independent School District student achievement. Manages, creates and expands revenue sources for the District other than tax dollars. Negotiates strategic partnerships with commercial vendors in North East ISD's efforts to accomplish its goals.
Manages and develops revenue streams from the rental of District facilities, the sale of expended District assets and the sale of electronic and printed advertisements. Manages and develops the Document Management and Print Services internal service fund, which includes revenue streams from print, mail and copier repair services. Directs, manages and provides administrative leadership for the District's centralized purchasing function and document management and print services functions. Supervises the Procurement and eCommerce function, General Warehouse, Operations Warehouse and Textbooks. Oversees the management of District records. Responsible for planning and directing materials and supplies to reduce costs and improve efficiency.



ESSENTIAL REQUIREMENTS AND RESPONSIBILITIES:
1. Provides administrative leadership for the District in order to obtain quality goods and services at an economical price in compliance with state law and Board Policy.
2. Develops strategic alliances and partnerships with vendors to procure resources for the District utilizing cost effective and efficient procurement strategies.
3. Provides administrative leadership for the General Warehouse which contains products for offices, teaching, custodial, audiovisual, nursing and physical education valued at more than one million dollars.
4. Provides administrative leadership for the Operations Warehouse which contains products for the Facility Maintenance and Support and Transportation Departments valued at more than one million dollars.
5. Provides administrative leadership for Electronic and Print Services which includes printing, U.S. Mail and intercompany mail, copier repair and inventory services.
6. Provides administrative leadership for the forecasting, research, development and award of all bids and purchase orders for the District.
7. Acts as Budget Manager for the Document Management and Print Services Internal Fund.
8. Provides administrative leadership for requisition to purchase order processing and matched exception resolution for the District.
9. Responsible for developing eCommerce between North East Independent School District and other businesses.
10. Monitors internal service fund fees to insure printing, mailing and copier repair costs charged to District campuses and departments are not only competitive but lower than outside vendors.
11. Works closely with the Director for Document Management and Print Services to monitor, maintain, repair and replace print, mail and copy equipment.
12. Oversees the purchasing, stocking and issuing of copier, computer and telecommunications parts stocked in the Inventory Services Warehouse.
13. Researches and implements new purchasing, audiovisual, copier, printing and warehousing technologies and service enhancements.
14. Responsible for District's public perception regarding the expenditure of taxpayer dollars through bid advertisements, open records requests, disposal of District assets and printing, mailing and copier services.
15. Responsible for ethical behavior of budget managers involved in purchasing and electronic and print services activities.
16. Forecasts, researches, analyzes and develops bid specifications, processes bids and coordinates delivery and installation of all furniture, equipment and supplies for new and renovated facilities.
17. Develops budgets for furniture, fixtures and equipment for all new facilities as well as the office of Procurement and eCommerce, the General Warehouse, Operations Warehouse and Textbooks.
18. Selects and recommends Procurement and eCommerce, General Warehouse, Operations Warehouse, Textbook and Document Management and Print Services personnel - Makes recommendations relative to placement, transfer, retention and dismissal for personnel under supervision.
19. Evaluates job performance of employees to ensure effectiveness.
20. Evaluates and submits bid award recommendations to the Board of Trustees.
21. Prepares School Board procurement agenda items.
22. Establishes and maintains a positive working relationship with the business community.
23. Participates in professional associations, attends staff and District planning and leadership meetings.
24. Manages District record storage, retrieval and destruction requirements.
25. Supervises District property collection and disposal tasks using District asset tracking system.
26. Monitors legislative changes that impact the District purchasing and records management functions and respond accordingly.
27. Researches, implements and monitors on-line auctions for disposal of salvageable District property.
28. Implements and manages direct sell store for disposal of expended District property.
29. Maintains confidentiality of information.
30. Occasionally required to drive personal vehicle in the performance of assigned tasks.
31. Reports to work on time every day.
32. Performs additional duties and accepts other responsibilities as may be assigned.

QUALIFICATION REQUIREMENTS:
- Knowledge of State laws governing the administrative duties of this position which impose civil and criminal penalties for failure to comply with these laws
- Relies on extensive experience and judgment to plan and accomplish goals
- Familiarity with a variety of the field's concepts, practices and procedures
- Ability to make stressful decisions concerning bid awards, vendor and personnel performance
- Ability to concentrate on a high level to properly evaluate and analyze data
- Ability to deal with verbal abuse from customers
- Ability to make presentations to large and small District and public groups
- Ability to communicate State purchasing laws and District School Board policies to the public as well as District personnel
- Valid Texas Drivers License with a driving record that meets the requirements of the District
