Description/Notes: Primary Purpose:
The appointee will report directly to the Superintendent and will be responsible for planning, directing and reviewing all efforts dealing with teaching and learning, school performance, and school improvement efforts. The Deputy Superintendent will directly supervise principals and departments of Instructional Services, Special Education, Advanced Academics, Multilingual Services, Grant Development & Compliance, Innovative Programs, Career and Technology Education, PEIMS and Testing and Accountability to ensure a rigorous academic program and Pre K-12 alignment. The Deputy Superintendent will work closely with central office personnel, campus/department administrators, vendors, district personnel, government agencies and the general public.


Major Responsibilities and Duties:

Instructional and Program Management
1. Direct instructional and curriculum services to meet students needs.
2. Plan, implement, and evaluate instructional programs with teachers and principals, including learning objectives, instructional strategies, and assessmenttechniques.
3. Apply research and data to improve the content, sequence, and outcomes of the teaching- learning process.
4. Work with appropriate staff to develop, maintain, and revise curriculum documents based on systematic review and analysis.
5. Involve instructional staff in evaluating and selecting instructional materials to meet student



learning needs.
6. Ensure the use of technology in the teaching-learning process.
7. Plan the necessary time, resources, and materials to support accomplishment of education goals.
8. Ensure that district goals and objectives are developed using collaborative processes and problem-solving techniques when appropriate.
9. Participate in the district-level decision-making process to establish and review the districts goals and objectives and major classroom instructional programs of the district.
10. Actively support the efforts of others to achieve district goals and objectives and campus performance objectives (TAPR).
11. Obtain and use evaluative findings (including student achievement data) to examine curriculum and instruction program effectiveness.
12. Secure consultants, specialists, and other community resources to assist principals and instructional staff in attaining objectives.
13. Provide effective staff development activities that incorporate the mission of the district, program evaluation outcomes, and input from teachers and others.
14. Coordinate gifted and talented program in the district.
15. Oversee all components of language arts programs in district, including content-based assessments.
16. Oversee UIL academic programs of the District.

Policy, Reports, and Law
1. Implement the policies established by federal and state law, State Board of Education rules, and local board policy in curriculum and instruction area.
2. Compile, maintain, and present all physical and computerized reports, records, and other documents required including TAPR.
3. Maintain Board Policy, including Policy Updates as required.
4. Establish calendar committee and present school year calendar to Board for approval.
5. Supervise completion and submission of all reports for Title funding.

Budget
1. Administer the instructional services budget and ensure that programs are cost effective and funds are managed prudently.
2. Compile budgets and cost estimates based on documented program needs.
3. Oversee budgets for Title funding

Personnel Management
1. Prepare, review, and revise job descriptions in curriculum and instruction department.
2. Evaluate job performance of employees to ensure effectiveness.
3. Assist with recruitment, selection, and training of personnel and make sound recommendations relative to personnel placement, assignment, retention, discipline, and dismissal. Assist with the implementation of the designated teacher appraisal system (T-TESS).

Communication
1. Provide for two-way communication with principals, teachers, staff, parents, and community.
2. Demonstrate skill in conflict resolution with administrators, parents, teachers, staff, and community.
3. Monitor professional research and disseminate ideas and information to other professionals.

Community Relations
1. Articulate the districts mission, instructional philosophy, and curriculum implementation strategies to the community and solicit its support in realizing districts mission.



2. Demonstrate awareness of district-community needs and initiate activities to meet those needs.
3. Demonstrate use of appropriate and effective techniques to encourage community and parent involvement.

Supervisory Responsibilities:
Supervise and evaluate the performance of the Asst. Supt. of Curriculum & Instruction, Exec. Director of Administration, Exec. Director of Advanced Academics, Exec. Director of Grant Development and Compliance, Executive Director of Special Education, Director of Multilingual Services, Director of Innovative Programs, Director of Research, Assessment, & Data, and Principals.

Maintain emotional control under stress. Frequent district and statewide travel; frequent prolonged and irregular hours.

Qualifications: Qualifications:

Education/Certification:
Masters degree in educational administration or curriculum/instruction Texas Mid-management or other appropriate Texas certificate
Texas Teacher Evaluation and Support System (T-TESS) appraiser Texas Principal Evaluation and Support System (T-PESS) appraiser

Special Knowledge/Skills:
Knowledge of curriculum and instruction
Ability to evaluate instructional program and teaching effectiveness Ability to manage budget and personnel
Ability to coordinate district function
Ability to interpret policy, procedures, and data
Strong communication, public relations, and interpersonal skills
Ability to set goals with district administrators and to evaluate their performance

Experience:
Three years experience as a classroom teacher
At least five years experience in instructional leadership roles or supervisory role at the campus or district level
Salary Range: 104,650 - 150,500
