Description/Notes: Primary Purpose:

Serve as chief administrator of the tax office. Carry out the legal duties assigned to the assessment and collection of taxes for the school district.

Major Responsibilities and Duties:

Tax Assessment
1. Calculate the effective tax rate and rollback tax rate and submit these rates to the school board.
2. Calculate the tax on each property by applying the adopted rates to the appraised value.
3. Monitor activities of the county tax appraisal district and work with representatives on appraisal of properties in the district.

Tax Collection
4. Give bond to the board of trustees conditioned on the faithful performance of duties.
5. Certify to the board an estimate of the collection rate for the current year, the amount of debt taxes, if applicable, and other required information.
6. Prepare and mail a tax bill to each person, or authorized agent, in whose name property is listed on the tax roll.
7. Prepare a current and cumulative delinquent tax roll each year and deliver proper notices.
8. At the request of any person, issue a certificate showing the amount of delinquent taxes, penalties, and interest due to the district on a property according to the districts current tax records.
9. At the request of a property owner, or his or her agent, issue a receipt showing the amount of taxes imposed by the district in the year(s) for which information is requested and the amount of taxes paid.
10. Collect revenue for current and delinquent taxes due and deposit income in designated depository(ies).
11. Refund overpayments, erroneous payments, or duplicate payments of taxes as provided by law and inform districts auditor at required intervals.
12. Ensure property taxation is fair and uniform and apply all laws, rules, methods, and procedures in a uniform manner to all taxpayers.

Policy, Reports, and Law
13. Compile, maintain, file, and present all computerized and physical reports, records, and other documents as requested or required by law, including accounting for all tax collected or delinquent.
14. Comply with policies established by federal and state law, State Board of Education rule, and local board policy.

Communication
15. Resolve tax problems and complaints in an equitable manner.
16. Maintain a positive and effective relationship with the superintendent and board of trustees.
17. Communicate effectively with colleagues and taxpayers.
18. Work with the community, organizations, and governing bodies to provide information about property taxation in the district.

Personnel Management
19. Develop training options and improvement plans for department staff to ensure the departments effective operation.
20. Evaluate job performance of department staff to ensure effectiveness.
21. Assist in the recruitment, selection, and training of personnel and make sound recommendations relative to personnel placement, transfer, retention, and dismissal.

Other
22. Serve as Election Administrator for the district.
23. Serve as Secretary to the Board of Trustees

Supervisory Responsibilities:
Supervise and evaluate the performance of tax office staff.
Qualifications: Prefer Bachelors degree
Current registration with TDLR as a Registered Tax Assessor/Collector

Special Knowledge/Skills:
Knowledge of economic and accounting principles and practices
Knowledge of arithmetic, algebra, geometry, statistics, and their applications
Knowledge of state and local tax codes
Knowledge of local area and its properties
Ability to interpret data
Ability to manage budget and personnel
Strong communication, public relations, and interpersonal skills

Experience:
Experience in property tax operations a plus


Special Knowledge/Skills:

Advanced technical knowledge of school finance, budgeting, accounting systems, and economics
Working knowledge of the Summary of Finance (SOF) template
Working knowledge of financial applications and accounting
Strong communication, public relations, and interpersonal skills
Ability to use personal computer and software to develop spreadsheets, perform data analysis, and perform word processing
Ability to implement policy and procedures
Ability to interpret data
Ability to manage budget and personnel
Ability to coordinate district functions
Excellent communication, public relations, and interpersonal skills
