Job Title: Coordinator of Federal Programs & Assessment Work Days: 226
Reports to: Assistant Superintendent Pay/Grade: 4

Primary Purpose:
Direct and maintain the districts reporting for all state and federal programs. Warrant compliance with all state, federal, and local requirements. Direct and manage the districts assessment program and ensure the security and integrity of testing materials and procedures.

Qualifications
Education/Certification:
Masters degree in education administration or related field

Special Knowledge /Skills:
Knowledge of federal and special program rules and regulations
Knowledge of the state testing program and accountability system
Ability to evaluate instructional programs and teaching effectiveness
Ability to use student test data systems
Ability to manage budget and personnel
Ability to coordinate district function
Ability to interpret policy, procedures, and data
Strong communication, public relations, and interpersonal skills
Ability to develop and deliver training to adult learners

Experience:
Five years experience as a classroom teacher
Three years experience in a campus leadership role
Special Programs experience preferred

Federal Program Responsibilities & Duties
1. Evaluate all federal legislation, projects, and programs for the grant, entitlement, and allocation opportunities relevant to the needs of the district and make recommendations regarding participation.
2. Participate in the drafting of project proposals and reports, including the writing and development of program goals, objectives, and budget for federal/special funding of programs including preparing and submitting standard applications for federal funds to Texas Education Agency (TEA).
3. Serve as liaison between the school and other agencies on joint projects that are federally funded.
4. Monitor grant-funded programs and their expenditures to ensure compliance with regulations and guidelines and ensure that programs are cost-effective and managed wisely.
5. Advise the superintendent or designated administrator of the financial and administrative impact on the district of current and impending legislation.
6. Develop and implement a continuing evaluation of federal/special program needs.
7. Provide technical assistance to district and school administrators in the areas of federal and state measures.
8. Support the district and individual school efforts in the implementation of state and federal requirements.
9. Plan and provide staff development for teachers, administrators, and staff on requirements of state and federal programs.
10. Complete evaluation and compliance reports as required by federal and state programs.

Teaching & Learning Responsibilities and Duties:
1. Ensure the use of technology in the teaching-learning process.
2. Plan the necessary time, resources, and materials to support accomplishment of education goals.
3. Ensure that district goals and objectives are developed using collaborative processes and problem-solving techniques.
4. Participate in the district-level decision-making process to establish and review the districts goals and objectives and major classroom instructional programs of the district.
5. Actively support the efforts of others to achieve district goals and objectives and campus performance objectives.
6. Obtain and use evaluative findings (including student achievement data) to examine curriculum and instruction program effectiveness.
7. Secure consultants, specialists, and other community resources to assist principals and instructional staff in attaining objectives.
8. Provide effective staff development activities that incorporate the mission of the district, program evaluation outcomes, and input from teachers and others.

District Testing Coordinator Responsibilities & Duties
1. Develop and deliver training for district staff and campus testing coordinators to ensure the integrity of the testing system and all procedures are followed.
2. Implement and monitor procedures for ensuring the security and confidentiality of state-mandated testing programs and other assessments. Direct and oversee test implementation and monitor testing activities to ensure that procedures are followed and deadlines are met.
3. Consult with staff to provide appropriate testing accommodations for Limited English Proficient (LEP) students and students receiving special services.
4. Identify, investigate, and address testing irregularities. Report discrepancies and disciplinary actions taken against students/staff as required.
5. Develop and distribute statistical studies, analysis and evaluation reports as required.
6. Implement and monitor district-wide procedures for record-keeping, reporting, and inventory to ensure the integrity of the testing process and data. Ensure all materials and data are submitted within established timelines.
7. Track and monitor the location of test materials throughout the distribution, return, and storage process.
8. Compile, maintain, file, and secure all reports, records, and other required documents.
9. Direct the work of the campus testing coordinators, test administrators, campus administrators, and others assigned to conduct state testing.

Policy, Reports, and Law
1. Implement the policies established by federal and state law, State Board of Education rule, and local board policy in curriculum and instruction area.
2. Compile, maintain, and present all physical and computerized reports, records and other documents required.

Budget
1. Assist with developing the Teaching & Learning budget and ensure that programs are cost-effective and funds are managed prudently.
2. Recommend budgets and cost estimates based on documented program needs.

Communication
1. Provide for positive collaborative communication with principals, teachers, and staff.
2. Monitor professional research and disseminate ideas and information to other professionals.
3. Monitor legislative and TEA updates related to assigned areas of responsibility and inform district staff in a timely manner.

Community Relations
1. Articulate the districts mission, instructional philosophy, and curriculum implementation strategies and solicit its support in realizing the districts mission.
2. Demonstrate awareness of district-community needs and initiate activities to meet those needs.
3. Demonstrate use of appropriate and effective techniques to encourage community and parent involvement.
