Description/Notes: Provide strategic leadership and oversight for district programs serving gifted and talented, emergent bilingual, and at-risk students to ensure equitable access, high-quality instruction, and continuous academic growth. Ensure full compliance with federal and state regulations, including Title IX, while supporting campuses through professional development, coaching, and program alignment. Lead counseling services, student support initiatives, and community engagement efforts to remove barriers to success and promote positive outcomes for all students.
Qualifications: Education/Certification: Master’s degree in education administration, curriculum, or a related field. Valid Texas administrator certificate.

Special Knowledge/Skill: Ability to organize and coordinate district-wide programs and initiatives. Demonstrated ability to interpret and analyze data to drive program decisions. Strong organizational, communication, and interpersonal skills. Ability to work collaboratively with administrators, staff, families, and community agencies.

Experience: Minimum of five (5) years of campus-level or district-level administrative leadership experience required. Experience in federal program management, grant writing, or compliance preferred. Prior experience serving as a Title IX Coordinator or in a compliance oversight role preferred.



Program Leadership and Compliance

1. Direct and oversee district-wide gifted and talented and emergent bilingual programs, including identification, assessment, placement, and progress monitoring.

2. Ensure compliance with federal and state laws, policies, and reporting requirements.

3. Maintain and update district program handbooks and documentation.

4. Monitor program effectiveness using student performance and program data; recommend improvements.

5. Develop and monitor program budgets; ensure responsible stewardship of allocated federal, state, and local funds in alignment with district priorities.

Instructional Support and Professional Development

6. Collaborate with campus staff to ensure appropriate instructional strategies, differentiation, and interventions.

7. Consult with teachers to develop and provide gifted and talented students with appropriate coursework through curriculum modification and acceleration.

8. Provide resources and materials to support staff in accomplishing program goals.

9. Provide and coordinate professional development related to GT, EB/ESL, and student services.

10. Observe classroom instruction and provide feedback to facilitate improvement and innovation.

11. Maintain documentation of teacher training and certifications in ESL and GT.

Counseling and Student Support Services

12. Oversee the district counseling program and provide leadership to campus counselors.

13. Meet regularly with counselors to provide guidance, resources, and program alignment.

14. Support identification and coding of At-Risk students.

15. Coordinate and lead Texas Child Health Access Through Telemedicine (TCHATT) initiative for the district.

Title IX and Compliance Oversight

16. Serve as the district Title IX Coordinator.

17. Oversee investigations, documentation, and compliance with Title IX regulations.

18. Provide training and guidance to staff regarding Title IX requirements.

Community Engagement and Student Outreach

19. Lead district parent and family engagement initiatives.

20. Coordinate services for highly mobile students, including McKinney-Vento, foster care, and military-connected populations; maintain required documentation and ensure compliance with federal reporting obligations.

21. Collaborate with community agencies to support student needs and remove barriers to success.

22. Promote equitable access to district programs and services.

Supervisory Responsibilities: Supervise and evaluate the performance of assigned staff in accordance with District policies and procedures. Specific supervisory assignments will be determined by the Superintendent.

Working Conditions: Mental Demands/Physical Demands/Environmental Factors: Maintain emotional control under stress. Work with frequent interruptions. Occasional prolonged and irregular hours. Moderate standing, stooping, bending, and light lifting. Frequent district-wide and occasional regional travel.

Salary Range: $79,193 - $111,633
