Description/Notes: Primary Purpose:
To support the human resource functions of Region 10 to ensure legally sound and effective human resource management practices. Responsible for the development and implementation of compensation administration, employee benefits, employee orientation, recruitment, staffing, and employee communication. Primarily assist all service area executives with all HR function needs.

Specific Responsibilities and Duties for the Assistant Director of Human Resources:

Talent Acquisition & Workforce Planning
Oversee the development, monitoring, and updating of job titles, job descriptions, position classifications, postings, and recruitment strategies aligned with the ESC
Monitor applicant flow, interview tracking, and hiring alignment to ensure equitable and timely selection processes
Review applications and collaborate with ESC hiring managers on the candidate interview process, and track the interview process from application review to hiring
Coordinate job assignments, scheduling, compensation, and compliance with full time, part time, and irregular part time employees
Coordinate workforce forecasting efforts by analyzing program trends, expansion, grant funding, attrition rates, and retirement projections to anticipate staffing needs; develop short- and long-term staffing models that ensure appropriate personnel levels to support organizational and district service demands while maintaining budget alignment
Support succession planning and staffing projections based on program growth and funding

Compensation & Classification
Oversee and administer the ESCs' compensation program, monitor and evaluate pay grades, salary schedules, and compensation structures to ensure internal/external equity, market competitiveness, fiscal responsibility, and compliance with applicable federal, state, and local regulations; recommend
adjustments based on compensation analysis, organizational needs, and budgetary constraints
Prepare salary quotes and conduct compensation audits to ensure internal equity and compliance
Compile and prepare organizational data for participating in salary surveys
Maintain and update the ESC’s salary schedule/pay grades
Collaborate with the payroll department to ensure employees are paid accurately
Support adherence to federal, state, and local wage and hour regulations
Ensure the accuracy and integrity of all employee records

Supervisor Coaching & Employee Support
Provide guidance to supervisors and program directors on performance management, documentation, and employee development
Oversee onboarding and offboarding processes, including stay interviews and exit interviews
Monitor and maintain accurate employee data and HR records

Employee Relations & Compliance
Lead or support employee investigations and ensure timely, impartial resolution of workplace concerns
Guide progressive discipline processes and assist with corrective actions and terminations in compliance with policy and law
Promote a positive, professional, and service-oriented workplace culture

General
Assist in the development and monitoring of the program budget
Assist the Chief Human Resources Officer with other duties as assigned by the Executive Director, Leadership, or the Human Resources office
Qualifications: Education/Certifications:
Master’s degree required in Education, Business Administration, or Human Resources
Texas Mid-management/Principal or Superintendent Certification required
SHRM-CP, SHRM-SCP, pHCLE, TASBO RTSBA or RTSBO or other industry specific certification preferred

Experience:
Three years of Human Resources leadership and or supervisory experience required in the administration of human resources functional areas: recruitment/employment/separations, benefits, compensation, human resource information systems, and records management. Human Resources and
Compensation management experience.
Three years of educational administration experience required
Experience designing, developing, and implementing compensation programs and policies preferred
Must have extensive experience with public schools and preferably with Texas public schools
Salary Range: $95,000-$122,500 (Salary estimate based on experience and skill set.)
