Description/Notes: | JOB TITLE: Executive Director – Innovation and Student Support Services REPORTS TO: Chief – Innovation and Student Support Services WAGE/HOUR STATUS: Exempt PAY GRADE: AM 7 PRIMARY PURPOSE: The Executive Director of Innovation and Student Support Services provides visionary, strategic, and operational leadership to ensure that Spring ISD meets the academic, physical, emotional, and behavioral needs of all students. This executive-level role combines oversight of innovative district initiatives with the coordination of comprehensive student support programs, including mental health services, guidance and counseling, nursing services, student affairs, Title IX compliance, and discipline systems. As a key member of the leadership team, the Executive Director will supervise multiple director-level leaders and be responsible for aligning innovation efforts with the district’s strategic plan, compliance with state and federal regulations, and implementation of best practices to foster equitable outcomes, safe learning environments, and whole-child success. MAJOR RESPONSIBILITIES AND DUTIES: Districtwide Strategic Innovation Lead the design, implementation, and evaluation of strategic initiatives aligned with the district’s innovation and equity priorities Support the Superintendent and Chief of Innovation and Student Support Services in advancing district transformation efforts and pilot programs Facilitate the use of technology and research to support innovation, continuous improvement, and strategic planning Create detailed action plans, project timelines, and performance metrics for district initiatives Lead and facilitate the Advisory Committee on Education (ACE) Lead the district’s implementation of the Texas Education Agency’s System of Great Schools (SGS) framework, including oversight of innovation strategy, portfolio management, and campus-level autonomy efforts Oversee the district’s School Choice strategy, ensuring equitable access, clear communication, and streamlined processes for families across traditional, magnet, and specialty programs Provide executive leadership for the School Transfer process, ensuring compliance with board policy and supporting transparent, student-centered decision-making across campuses Oversight of Student Support Services Provide executive supervision to: Director of Guidance, Counseling, and Mental Health Director of Nursing Director of Student Affairs Ensure effective integration of student wellness, physical health, mental health, and academic guidance programs across campuses Promote a whole-child framework that supports academic readiness, social-emotional development, physical well-being, and behavioral health Provide executive oversight of Title IX compliance, ensuring appropriate resources, districtwide compliance with Title IX and related civil rights laws, and effective implementation of policies and procedures Student Affairs and Crisis Leadership Provide executive oversight of student discipline systems, placement processes (DAEP/JJAEP), and implementation of the Code of Student Conduct Supervise the district hearing officer function and ensure due process and legal compliance for all disciplinary matters Oversee attendance improvement strategies, truancy interventions, and dropout prevention programs Support implementation of restorative practices and equity-centered behavior interventions Serve as a crisis response leader in coordination with emergency and mental health teams Health and Wellness Leadership Oversee the district’s school health program, ensuring compliance with state mandates related to immunizations, screenings, communicable diseases, and school clinic operations Support the Director of Nursing in staff development, emergency health protocols, and community health partnerships Collaborate with health agencies and advisory committees (e.g., SHAC) to strengthen student health services Mental Health and Counseling Oversight Provide leadership in the coordination of K–12 academic guidance, counseling, and college readiness programming Supervise mental health supports, RTI behavioral teams, and professional development related to trauma-informed practices, suicide prevention, and student resilience Guide policy and service alignment for students at risk, including mentoring, crisis counseling, and alternative education pathways Leadership Development and Staff Support Mentor and support direct reports in their professional growth, goal-setting, and team management Facilitate interdepartmental collaboration with Curriculum & Instruction, Legal, PEIMS, and Human Resources Design and deliver professional development to ensure compliance, consistency, and best practices across all student support domains Data-Driven Decision Making Analyze programmatic, behavioral, and student wellness data to identify trends, risks, and opportunities for intervention Provide regular briefings to district leadership on key performance indicators and compliance measures Recommend improvements to policies, programs, and processes based on data insights Community Engagement and Partnerships Foster collaborative partnerships with mental health agencies, medical providers, higher education institutions, and community organizations Serve as a public-facing leader on issues related to student support, mental health, health services, and family engagement Ensure transparency and responsiveness in communication with students, families, and staff Other Duties Serve on district committees and leadership teams as assigned Represent the district at local, regional, and state-level convenings Perform all other duties as assigned by the Chief of Innovation and Student Support Services WORKING CONDITIONS: Physical Demands/Environmental Factors: Frequent travel between district locations. Physical mobility, prolonged sitting, occasional lifting and carrying, and the ability to work in fast-paced or crisis situations. Mental Demands: Ability to manage multiple complex issues simultaneously; maintain emotional control under stress; interpret policy and legal requirements; respond quickly to crises; communicate effectively with diverse stakeholders; and lead with empathy and equity. Qualifications: | QUALIFICATIONS: Required: Master’s degree from an accredited college or university in education, educational leadership, counseling, public health, or a related field Minimum of five (5) years of leadership experience at the district or central office level Preferred: Doctorate in education, counseling, public health, or a related field Texas Principal, Mid-Management, or Superintendent Certification Bilingual (Spanish/English) PK–12 experience in urban or diverse school settings SPECIAL KNOWLEDGE/SKILLS: Deep understanding of student support services, including mental health, counseling, health services, student affairs, and Title IX compliance Strong knowledge of state and federal education regulations, including the Texas Education Code, Title IX, and related civil rights laws Expertise in program design, innovation strategy, and educational transformation, including implementation of the Texas Education Agency’s System of Great Schools (SGS) framework Knowledge of restorative discipline models, trauma-informed care, and Multi-Tiered Systems of Support (MTSS) Understanding of health services compliance, including immunization mandates, communicable disease protocols, and clinic operations Familiarity with school choice models, magnet programming, and equitable access practices Strong leadership and supervisory skills, with demonstrated success in managing director-level personnel and cross-functional teams Advanced skills in strategic planning, project management, and performance monitoring, especially in complex educational environments Exceptional written and verbal communication skills, with the ability to engage internal and external audiences, including families, community partners, and governing bodies Skilled in policy development, compliance oversight, and interdepartmental coordination to support consistent districtwide practices Proficient in analyzing programmatic, behavioral, and performance data to drive continuous improvement, strategic interventions, and systemic change Ability to lead districtwide initiatives focused on innovation, equity, and whole-child development Ability to respond effectively to crises, manage discipline systems, and oversee alternative education placements while ensuring due process and legal compliance Ability to foster collaboration across departments such as Curriculum & Instruction, Legal, Human Resources, and PEIMS Ability to mentor, coach, and grow leadership capacity in direct reports and across the organization Ability to maintain emotional intelligence, cultural responsiveness, and educational equity-centered leadership in high-stakes and high-pressure environments Capacity to build strong community partnerships, represent the district at local/state levels, and serve as a public-facing leader in areas of health, wellness, and student success |
