PRIMARY PURPOSE SUMMARY: Directs and manages the instructional program and supervises operations at the campus level. Provides instructional leadership to ensure high standards of instructional service and effective utilization of available resources to improve student performance. Directs the implementation of District policies and instructional programs and manages the operation of all campus activities. ESSENTIAL REQUIREMENTS AND RESPONSIBILITIES: 1. Facilitates and develops instructional and managerial processes to ensure that program activities are related to program outcomes and uses these findings for corrective action and improvement, as well as for recognition of success. 2. Works with staff to plan, implement and evaluate the curriculum on a systemic basis; including students and community representatives (when appropriate). 3. Provides instructional leadership, resources and materials to support teaching staff in accomplishing instructional goals. 4. Fosters collegiality and team building among staff; encourages active involvement in the decision making process. 5. Provides for two-way communication with superintendent, staff, students, parents and community. 6. Communicates and promotes expectations for high level performance from staff and students; recognizes excellence and achievement. 7. Facilitates effective and timely resolution of conflicts. 8. Exhibits multi cultural awareness, gender sensitivity and racial and ethnic appreciation. 9. Encourages and facilitates appropriate team building skills. 10. Determines and builds a common vision with staff for school improvement; directs planning activities and implements programs collaboratively with staff to ensure attainment of mission. 11. Identifies, analyzes and applies research findings (e.g. effective school correlates) to facilitate school improvement. 12. Leads a collaborative process to develop campus performance objectives involving staff, parents and community members. 13. Interviews, selects and recommends new staff and approves all campus personnel assigned. 14. Defines expectations for staff performance regarding instructional strategies, classroom management and communication with the public. 15. Observes employee performance, records observations and conducts evaluation conferences with all staff. 16. Makes recommendations relative to personnel placement, transfer, retention, promotion and dismissal. 17. Assists with the recruitment of teacher candidates. 18. Provides testimony in court as required. 19. Confers with subordinates regarding their professional growth; works jointly with them to develop and accomplish improvement goals. 20. Models and defines the behavior expectation of others when working with staff members, parents, students and community members. 21. Complies with District policies as well as state and federal laws and regulations affecting the schools. 22. Reviews and approves Public Education Management System (PEIMS) campus data for submission to the state. 23. Develops and administers the budget based upon documented program needs, estimated enrollment, personnel and other fiscal needs; implements programs within budget limits; maintains fiscal control; accurately reports fiscal information. 24. Manages the use of school facilities; supervises maintenance of facilities to ensure a clean, orderly and safe campus. 25. Ensures disaggregation of relevant data from standardized assessments and utilization of results by appropriate staff. 26. Works with faculty and encourages student input to develop a student management system that results in positive student behavior and enhances the school climate. 27. Recognizes the individual needs and contributions of all students. 28. Coordinates student activities with the assistance of the Assistant Principals. 29. Ensures that school rules are uniformly observed and that student discipline is appropriate and equitable. 30. Conducts conferences with parents, students and teachers concerning school and student issues. 31. Articulates the school's mission to the community and solicits its support in realizing the mission. 32. Collaborates with the community in a positive progressive manner by actively seeking opportunities for partnerships. 33. Maintains confidentiality of information. 34. Reports to work on time every day. 35. Performs additional duties and accepts other responsibilities as may be assigned. QUALIFICATION REQUIREMENTS: • Comprehensive knowledge of Special Education programs, policies, laws, rules and regulation • Knowledge of curriculum and instruction • Thorough understanding of school operations • Strong organizational, communication, public relations and interpersonal skills • Ability to manage budget and personnel • Ability to communicate effectively with students and staff • Ability to evaluate instructional program and teaching effectiveness • Valid Texas Drivers License with a driving record that meets the requirements of the District PHYSICAL DEMANDS: While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; sit; use hands to finger, handle, or feel; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl; and taste or smell. The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 100 pounds with assistance. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. The employee is regularly required to drive personal vehicle in the performance of assigned tasks. WORK ENVIRONMENT: While performing the duties of this job, the employee is frequently exposed to outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions, moving mechanical parts, and extreme heat. The employee is regularly required to work prolonged and irregular hours (i.e. meetings and attendance at extra-curricular activities).
