Description/Notes: | PRIMARY PURPOSE: The Manger – Guest Employees performs a variety of professional and administrative functions involved in managing the temporary school workforce and ensures their timely placement. Responsibilities include recruiting, onboarding, training, managing, and scheduling substitute teachers, tracking and reporting substitute hours and compensation for Guest Employees, providing a range of support services to lessen the impact of teacher and other staff absences, serving as the primary point-of-contact at the district for Guest Employees, the absence management program, teacher absences. All employees are expected to act with integrity, support organizational goals, communicate in a clear and respectful manner, championing the needs of our students and drive continuous improvement. MAJOR RESPONSIBILITIES AND DUTIES: Management of Administrative, Fiscal, and/or Facilities Functions: Plan, organize, and coordinate centralized pool of substitute staff. Manage substitute fill rates daily and work to fill vacancies with properly credentialed substitute teachers. Support and review new hire substitute candidates and obtain rehire approval if needed. Coordinate the employment process for substitute staff including reviewing candidates for potential placement in substitute positions. Schedule, communicate, and host substitute job fairs; orientation; and training days as needed on District practices, classroom management strategies, policies, systems, and resources. Serve as program administrator and key point-of-contact for the district’s absence management program, generating reports, conducting annual/year-end maintenance and reporting procedures, resolving and troubleshooting technical issues, and providing training and support to all users of the system to ensure correct usage. Handles minor disciplinary concerns and brings significant or potentially significant concerns and infractions to the attention of the Employee Relations department. Work with school site principals and department officials regarding substitute and fill rate concerns, working closely with these leaders to identify daily substitute teacher needs for short-term and long-term leave replacements. Create, manage, and maintain substitute annual forms to ensure an accurate database of active substitute staff and to ensure compliance with District processes. Track all long-term substitute placements and work with the technology and the curriculum/instruction departments to ensure access needs are granted and removed per assignment. Ensure proper compensation for substitute staff including compliance with District pay rates. Research and resolve issues/potential issues and communicates concerns as they relate to absences and coverage. Create and distribute a monthly newsletter and other communications to substitute staff. Create and distribute materials for the recruitment of substitute staff. Analyze substitute operations and work to streamline the hiring and onboarding process and improve efficiencies. Serve as a liaison for substitute teachers to the Benefits, Compensation, and Leaves department. Human Resources Management: Provide administrative direction and leadership to assigned staff for the operational, financial, and personnel resources to effectively support District goals. Supervise, evaluate performance, and lead the recruitment, hire, and placement of assigned staff. Recognize exemplary performance of assigned staff. Ensure a complete, timely, and equitable investigation of all complaints against any assigned staff. Organization Improvement: Analyze critical needs in assigned areas and work collaboratively to design, implement, refine, and evaluate assigned programs in order to continuously improve the department. Professional Growth and Development: Participate in professional development that increases effectiveness and improves District performance. School/Community Relations: Interface with governmental agencies, business and civic organizations, and the community to provide needed information and to promote the District’s initiatives. Organization Morale: Implement and manage a monthly substitute recognition program. Facilitate communication and collaboration among assigned department personnel and campus administrators to enhance service delivery, program development, and customer satisfaction. Other Responsibilities: Maintain strict confidentiality; exercise sound judgment in handling or working with confidential data and situations. Comply with policies established by federal and state law, including but not limited to State Board of Education and local Board policy. Perform other job-related duties as assigned. WORKING CONDITIONS: The usual and customary methods of performing the job’s functions require the following physical demands: physical mobility, standing, prolonged sitting, some lifting, carrying, pushing, and/or pulling. This position will also require both traveling within the district and state wide. Mental demands: Ability to solve problems and deal with a variety of situations; ability to interpret a variety of data; ability to interpret the Texas Education Code and district board policy; ability to apply knowledge of current research and theory of instructional programs; ability to be effective in both oral and written communication; ability to maintain emotional control under stress. Qualifications: | QUALIFICATIONS: Required: Bachelor’s degree from an accredited college or university Three years of related job experience Preferred: Management experience Bilingual, excellent proficiency of written and oral skills in Spanish and English SPECIAL KNOWLEDGE/SKILLS: Ability to problem-solve and multi-task Ability to implement rules and procedures related to Guest Teachers Ability to effectively present information in one-on-one and to small and large groups of employees Ability to perform basic math skills Ability to respond promptly and accurately to customer complaints and/or concerns Proficiency in the use of computers and software applications, including the ability to create and manipulate spreadsheets and use word processing software Mastery of the English language usage— both oral and written Effective organizational, communication, and interpersonal skills |
