*This position is bond funded and contingent upon the availability of funds.

Direct and coordinate the activities of the planning and construction department project team consisting of project managers, financial and operational personnel. Oversee and direct architects, engineers, construction managers, and other contractors engaged on NBISD’s Capital Improvement Bond Program Projects. This position is directly responsible for design and construction standards dissemination and verification, budget compliance, and construction project schedules on all voter authorized bond construction projects.

Special Knowledge Skills:

Ability to prepare solicitation documents, including but not limited to notice and instructions to bidders, drawings and specifications.

Familiarity with mechanical and electrical design and installation criteria, building codes and city zoning ordinances.

Ability to develop and deliver effective presentations directed to management, parents and taxpayers.

Ability to understand, review and approve construction financial documents, budgets and pay applications.

Proven ability to manage construction, public works, or engineering projects.

Possess strong organizational, verbal and written communication, and interpersonal skills.

Ability to utilize Microsoft Office Professional and Google Suite.

Experience:

Five years of successful experience in construction management, public works, or engineering in a school district, municipality, county, or the State of Texas within the last eight years, preferred.

Three years as a director of department supervisor in construction management, public works, or engineering in a school district, municipality, county, or the State of Texas, preferred.

Major Responsibilities and Duties:

Project Planning and Construction

Work collaboratively to serve as liaison between campus principals, architects, engineers, consultants and department to develop, review and finalize project plans, drawings, schematics and specifications.
Conduct Design, construction, and contractor procedural orientations to the management and administrative requirements specific to NBISD Standards, Guidelines and Communications.
Develop and conduct individual project(s) Pre-Bid and Pre-Construction meetings for the benefit of participating consultants, contractors and subcontractors.
Provide routine reports on project progress to be submitted to the CFO for inclusion in weekly or monthly Board Reports.
With Construction Manager (CM), conduct weekly construction phase meetings with the contractor and consultants, minute meetings in absence of CM, expedite RFI and RFP responses to contractor(s) by consultant(s); administer overall documentation compliance with construction phase management guidelines and schedules.
Oversee on-site observations of construction projects to verify conformance with construction documents and programs, including but not limited to, material testing, overhead inspections, air balancing, fire inspections and conformance to Technical Design Specifications.
Coordinate with city, county, state and federal officials to verify conformity with codes and ordinances regulating district construction projects.
Attend various project development and construction meetings or partnering sessions and assist in identifying methods to expedite the development process.
Manage and monitor the Project Architect(s) relative to the various phases of their responsibilities and ensure that they comply with policies and procedures.
Work collaboratively with district personnel and General Contractors to supervise warranty correction work, conduct walk-through inspections and make final warranty check prior to end of warranty periods.
Verify compliance of final closeout procedures for the general contractors, engineers and job order contractors (i.e., new schools, additions, renovations, demolitions and hazmat).
Supervises use of a web-based construction management program to monitor and track all project management tasks.
Responds to A/E consultants, contractor and campus administrators after normal working hours to resolve construction issues and prevent project delays.
Serves as the District Subject Matter Expert (SME) for all Americans with Disabilities Act issues.
Lead architects and engineers in the development of facility assessments that will provide information on district capital replacement/repair needs and future facility needs for potential bond programs.
Perform all other tasks and duties as assigned.


Personnel Management

Recommend staffing levels to support the ongoing work of the current bond programs including the warranty period for completed work.


Safety

Maintain safety standards in conformance with federal, state and insurance regulations and develop a program of preventative safety.


Other

Perform disaster duty when needed.
Attend professional growth activities to keep abreast of innovative techniques in maintenance operations.
Respond to after-hours emergencies as needed.
Advise Chief Financial Officer on matters regarding assigned functions.


Supervisory Responsibility

Oversees and manages the Department of Planning and Construction setting priorities, goals, and operating procedures. Evaluate the performance of department staff annually.
Provides guidance, direction and supervision of Architects, Contractors, and Engineers in meeting design and construction project objectives highlighted in the Bond program.
Other duties as assigned.
Working Conditions

Mental Demands/Physical Demands/Environmental Factors:

Frequent standing, climbing, stooping, bending, kneeling, reaching, squatting, pushing, pulling, twisting, heavy lifting and carrying. Frequently required to walk, climb stairs/ladders. Frequently required to lift and carry between 15 and 44 lbs. Exposure to wet and dry conditions along with extreme heat. May be exposed to mechanical operations, be in high, precarious places, around fumes or airborne particles as well as caustic chemicals, and possibly very loud work environment. Frequent district-wide travel.

Qualifications: Education/Certification:

Bachelor’s Degree in Architecture, Construction Science, Engineering, Construction Management, Building Science or a degree in an approved field of study.
