Description/Notes: PRIMARY PURPOSE:



Responsible for managing treasury, accounting and accounts payable functions. This includes assisting with budget preparation, financial analysis, financial reporting, developing and implementing effective systems of accounting, accounts payable functions and maintaining financial records.



QUALIFICATIONS:



Education/Certification:

Bachelor Degree in Accounting or business related field, with minimum of 24 hours in accounting

Masters degree and TASBO (RTSBA) preferred



Special Knowledge/Skills:

Proficiency in financial analysis

Proficiency in computer data entry, including working knowledge of spreadsheet and word processing

Demonstrated skills in accounting, financial reporting, budgeting and accounting software programs

Excellent organizational, communication and interpersonal skills



Minimum Experience:

Five years’ related experience in public accounting or school district accounting preferred



MAJOR RESPONSIBILITIES AND DUTIES



Fiscal Management

Keep the chief financial officer informed on the business affairs of the District
Evaluate accounting procedures, systems, and controls in all district departments and recommend improvements in their design, implementation and maintenance
Oversee and maintain district capital asset records and accounting entries as needed
Evaluate and maintain the accounting procedures manual for the district
Maintain a continuous auditing program for all funds and assist the district’s independent auditors in conducting the annual audit
Develop and maintain period cash flow analysis to aid in determining cash available for investment and payment of bills
Maintain the District investment portfolio
Oversee preparation of monthly bank reconciliations for all district depository accounts, review reconciliations of vendor and payroll clearing accounts
Prepare and/or review all general ledger account reconciliations monthly to include all funds
Prepare and/or review all budget adjustments, additions, and deletions
Assist in the preparation of the district budget
Administer the business office budget and ensure that programs are cost effective and funds are managed prudently
Plan and conduct needs assessments for improvement of district business operations. Ensure that business operations support the district’s goals and objectives and provide leadership to achieve cost-effective practices throughout the district.
Work with directors, principals and other school employees, assist with accounting and financial issues as requested
Prepare and evaluate monthly financial statements and related budget reports
Develop professional skills appropriate to job assignment
Perform other duties as assigned
Policy, Reports, and Law

Keep informed of and comply with all federal, state, and district policies and regulations concerning public education business administration and implementing new GASB standards.
Compile, maintain, and file all physical and computerized reports, records, and other documents required
Prepare in conjunction with external auditor comprehensive annual financial report in compliance with Association of School Business Officer (ASBO) and Government Finance Officers Association (GFOA) standards
Develop and review periodic, as required, financial information for submission of data to TEA
Review and approve periodic, as applicable, reports for all federal or state grant funds
Personnel Management

Develop training options and/or improvement plans to ensure exemplary business operations, including determining staff development needs
Train, supervise, and evaluate personnel and make sound recommendations relative to personnel placement, assignments, retention, discipline, and dismissal
Provide positive reinforcement of district culture and work relationships
District Relations

Demonstrate active participation in business office management
Demonstrate management practices that promote collegiality, teamwork, and collaborative decision making among members of the staff and leadership team
Community Relations

Articulate the District’s mission to the community and solicit its support in realizing the mission
Participate in activities that help build community support of the schools
Attend board meetings
SUPERVISORY RESPONSIBILITIES:



Supervise and evaluate the performance of accounting and accounts payable department.

Salary Range: Assignment: 12 Duty Months



Pay Grade: Administrative Pay Grade 4

Minimum: $96,691

Midpoint: $116,493
Benefits: La Porte ISD contributes $400/monthly to employee only health insurance, which is $175/monthly greater than the state-required minimum contribution of $225/monthly.
