Description/Notes: | PRIMARY FUNCTION Provide strategic leadership and oversight for the district’s federal and special programs, ensuring compliance with federal and state requirements and equitable access to services. Programs include but are not limited to: Title I (A, C, D), Title II, Title III, Title IV, Title V, McKinney-Vento Homeless Education, Migrant Education, Section 504, Dyslexia, Gifted and Talented (GT), Response to Intervention (RTI), and State Compensatory Education. Lead the planning, implementation, and evaluation of programs to support student achievement and close performance gaps. QUALIFICATIONS Education/Certification: Bachelor’s degree from an accredited university Master’s degree in Education, Educational Administration, or related field preferred Valid Texas teaching certificate Principal or Mid-Management Certification preferred Special Knowledge/Skills: Strong knowledge of SEL frameworks, character education, and evidence-based mental health practices Familiarity with trauma-informed care and cultural competency Excellent leadership, communication, and interpersonal skills Ability to analyze data, assess needs, and evaluate program effectiveness Experience with staff development and crisis intervention Experience: Minimum of 3 years of leadership experience in federal/state/special programs preferred EVALUATION Performance will be evaluated annually in accordance with provision of the Board’s policy on evaluation of personnel. ESSENTIAL JOB FUNCTIONS: Oversee planning, implementation, and compliance of all federal and special programs. Provide leadership to ensure alignment of programs with district improvement plans and student success initiatives. Monitor and evaluate the effectiveness of services and support adjustments based on data and stakeholder input. Ensure full compliance with all federal and state mandates related to funded programs. Prepare and submit timely applications, compliance reports, and evaluations for federal and special programs. Maintain accurate documentation and respond to monitoring and audit requests. Develop and manage budgets for all federal programs and state compensatory funding. Ensure appropriate use of funds, including allowable expenditures and supplement not supplant requirements. Monitor fund balances and provide financial reports as needed. Collaborate with campus administrators and support teams to identify and serve eligible students (e.g., economically disadvantaged, migrant, homeless, ELs, at-risk). Provide ongoing training and technical assistance to staff on program requirements and instructional strategies. Support campuses in implementing program initiatives and using program-specific data to guide instruction. Develop and support parent and family engagement plans for Title I and other federal programs. Communicate program goals, student eligibility, and available services to parents and stakeholders. Build partnerships with community agencies to enhance program effectiveness. Supervise and evaluate coordinators, specialists, and support personnel related to federal and special programs. Support recruitment, training, and retention of high-quality staff for program implementation.
