Description/Notes: Primary Purpose:
Support the mission, vision and strategic goals of Comal ISD by providing leadership and management in administering, monitoring, and coordinating a safe and supportive school environment through the development of counseling, student support, and child welfare services.

Major Responsibilities and Duties:
1. Provide leadership and coordination of Counseling and Student Support programs district-wide.
2. Implement trauma-informed practices in the school environment.
3. Oversee the development of a guidance curriculum that enables school counselors to deliver structured group lessons effectively and in accordance with students’ developmental needs.
4. Coordinates school, home, and community resources to enable students, parents, and others to be referred to special programs and services as needed.
5. Provide assistance and/or support as needed to students, parents, and community members of CISD.
6. Implement the policies established by federal and state law, State Board of Education rule, and local board policy to maintain systemic processes and practices related to departmental programs.
7. Liaison with staff in areas of overlapping responsibility such as advanced academics, 504, special education, safety and security, health services, etc.
8. Coordinate with the district Safety and Security department on adherence to training needs to meet district and state requirements.
9. Serve as a resource to campus administrators, teachers, parents, students, and community agencies.
10. Conduct meetings with District and campus leaders for the purpose of feedback, input and recommendation.
11. Work cooperatively with other districts, county offices and community agencies in providing for the needs of students.
12. Represent the District at city, regional, and state meetings, committees, and conferences.
13. Attendance at District wide events may include events after hours and on weekends.
14. Participate in annual strategic planning and program evaluation to promote, plan and implement on-going job-embedded campus-based staff development.
15. Develop and administer the department budgets and ensure that programs are cost effective and managed prudently.
16. Assist campus administrators in hiring and evaluating school counselors and student support specialists.
17. Participate in the recruitment, selection, training, and evaluation of personnel and make sound recommendations relative to personnel placement, assignment, retention, discipline, and dismissal.
18. Responsible for properly maintaining district records, adhering to all policies set forth by the district for records maintenance, and learning the records retention schedule for department records.
19. Keeps supervisor informed concerning opportunities, needs, and operation of schools as relates to counseling and student support requirements.
20. Demonstrate integrity and ethics.
21. Performs other duties and accepts other responsibilities as assigned.

Supervisory Responsibilities:
Supervise and evaluate job performance of district counseling and student support staff.

Qualifications: Education / Certification:
1. Valid Texas School Counselor certification.
2. Valid Texas Mid-management or other appropriate Texas certificate preferred or experience as a Coordinator.
3. Master’s degree in educational administration or content area preferred.
4. Licensed Master Social Worker (LMSW) preferred

Special Knowledge / Skills:
1. Knowledge of best practices in school mental health, and substance abuse services.
2. Ability to provide crisis counseling services to students and staff.
3. Knowledge of counseling procedures, student appraisal, and career development.
4. Knowledge of curriculum and instruction.
5. Knowledge of applicable federal and state programs law.
6. Ability to develop and implement departmental policies and procedures.
7. Ability to analyze and interpret data.
8. Ability to manage budget and personnel.
9. Strong organizational, communication, and interpersonal skills.
10. Ability to collaborate with others.
11. Ability to present information in one-on-one, small group, and large group situations to students, parents, and district staff.

Experience / Other Requirements:
1. Three (3) years of experience in school counseling, school mental health and/or behavior management services.
2. Experience in the development and presentation of continuing education for staff.
3. Personal cell phone is required to handle district related business, including before and after hours, weekends, or when away from the office on district business.
