Description/Notes: | Primary Purpose: Evaluates and provides leadership for human resources functions for the district. Responsible for human resource activities to ensure high quality staffing and retention of district personnel. Major Responsibilities and Duties: Division Leadership 1. Oversee the overall human resources functions of the district. 2. Work cooperatively with principals and departments. 3. Coordinate effective communication with district personnel, community stakeholders, other school systems, agencies, and professional and community groups. 4. Provide updated communications and human resources training for the district. Human Resources 5. Develop and oversee the recruitment and retention strategies for district personnel; screening and selection process for all employees. 6. Work with principals and other administrators to forecast staffing needs and develop staffing plans. 7. Administer and oversee orientation programs for new employees; employment contracts and supervises contract renewals and nonrenewals. 8. Provide equal employment opportunity and work cooperatively with others to ensure compliance with federal and state laws and regulations. 9. Assist supervisory personnel in conducting due-process procedures. 10. Direct and monitor employee performance appraisal and ensure that supervisors have proper training. Assist supervisors and principals with employee counseling and improvement plans where needed. 11. Analyze wage and salary data and recommend effective compensation plans. 12. Develop and implement procedures for salary administration and placement of new hires. 13. Administer leave benefit programs and monitor employee attendance patterns. 14. Develop and implement procedures for the preparation and updating of job descriptions and for the proper classification of positions in the district compensation plan. 15. Administer the teacher salary schedule and service records. 16. Oversee compliance with federal wage and overtime laws and ensure proper timekeeping for nonexempt personnel. Works with finance to calculate cost estimates for compensation and benefit recommendations. 17. Oversee employee benefits program. 18. Promote collegiality, teamwork, and collaborative decision making among staff. 19. Implement procedures to ensure that employees are informed of personnel policies, procedures, and programs that affect them. 20. Coordinate communication and mediation processes for employee complaints, grievances, and concerns. 21. Monitor employee retention and turnover through analysis of data and exit interviews. 22. Ensure that the employee handbook and personnel directory are created, updated annually, and distributed. Budget 23. Ensure that programs are cost effective and that funds are managed prudently. 24. Develop and monitor the annual budget for Human Resources. 25. Implement the policies established by federal and state laws, State Board of Education rule, and local board policy in the area assigned. Records 26. Supervise personnel records management and oversee compliance with the state records management program. 27. Develop and maintain systems for retrieval of information in support of all programs. 28. Compile, maintain, file, and secure all physical and electronic reports, records, and other required documents. Department Personnel 29. Hire, organize, and direct the work activities of department staff. 30. Evaluate job performance of department staff to ensure effectiveness. 31. Provide training and development for department staff. 32. Ensure that department operations contribute to the attainment of district goals and objectives. 33. Develop and monitor the annual budget for the division. Other 34. Attend board meetings regularly and make presentations to the board. 35. Participate in professional development activities to maintain current knowledge of human resource and communication rules, regulations, and practices. 36. Assists the Superintendent and Board in developing policies and programs. 37. Responsible for properly maintaining district records, adhering to all policies set forth by the district for records maintenance and learning the records retention schedule for department records. 38. Perform all other duties as assigned. Supervisory Responsibilities: Supervise and evaluate the performance of human resources department staff. Qualifications: | Education / Certification: Master’s degree in human resources, business administration, education, or equivalent. Special Knowledge / Skills: 1. Knowledge of overall school district operations as related to human resources. 2. Ability to get along and work with others. Knowledge of the selection, training, and supervision of personnel. 3. Knowledge of wage and salary, benefits, and performance appraisal. 4. Knowledge of school employment law, personnel law, and hearing procedures. 5. Knowledge of the Public Information Act, Open Meetings Act, FERPA and Emergency Operations. 6. Ability to implement policy and procedures. 7. Ability to analyze and interpret data and statistics. 8. Ability to manage budget and personnel. 9. Strong communication, public relations, and interpersonal skills. Experience / Other Requirements: 1. Five (5) years successful administrative experience in human resources or public schools preferred. 2. Personal cell phone is required to handle district related business, including after hours, or when away from the office on district business. |
