Primary Purpose:

Provide leadership in the coordination and delivery of the District’s ESL and bilingual programs, including the direction and oversight of funding associated with these programs.

Major Duties and Responsibilities:

Provide leadership regarding all applicable state and federal statutes governing English learner/emergent bilingual programs.
Supervise District and campus implementation of the Every Student Succeeds Act (ESSA) Title III objectives, ensuring compliance with local, state, and federal policies, regulations, guidelines, and statutes.
Define the program and fiscal needs in the budget development process, ensuring that fiscal resources address the needs of emergent bilingual students and their families and meets the identified department goals.
Plan, facilitate, present and evaluate professional learning designed to support emergent bilingual students.
Provide leadership and guidance to campus Language Proficiency Assessment Committee administrators.
Create systemic processes for identification, placement, monitoring, and reclassification of emergent bilingual students.
Monitor Results Driven Accountability (RDA) for the purpose of planning improvement of student achievement through focused professional development.
Evaluate, annually, the effectiveness of the design, materials utilized, training provided, and implementation of the bilingual and ESL programs and emergent bilingual instructional guidance provided to campuses.
Develop, implement, maintain, and evaluate short and long-term goals as part of the District and department improvement plans.
Ensure data integrity with the systems used to facilitate the Language Proficiency Assessment Committee requirements and reporting to Public Education Information Management System (PEIMS).
Collect and analyze performance data including, but not limited to, district assessment and state data regarding the achievement of emergent bilingual students.
Support administrators, teachers, and support staff by providing technical assistance as requested or as identified by data.
Provide leadership and direction of the District Parent Centers to support parents of emergent bilingual students and immigrants.
Supervise supplemental activities that enhance existing Language Instruction Educational Programs (LIEPs).
Oversee supplemental activities that include: parent outreach and training, family literacy services and/or family outreach and trainings, and community participation programs.
Provide leadership and oversight of the District Testing Center to ensure proper assessment and placement of emergent bilingual students.
Work in collaboration with the Directors of Curriculum & Instruction, Interventions, Special Education, Career & Technical Education, and Advanced Academics to develop and revise curriculum and instructional guidance.
Interpret and implement state and federal mandates to ensure district compliance.
Review campus records periodically to verify the accuracy of student identification and program information.
Support campuses with the interviewing and screening of ESL and bilingual certified teachers as needed.
Represent the District in professional organizations and meetings.
Assist with the planning and implementation of summer school programming for emergent bilingual and immigrant students.
Prepare, review and submit staffing recommendations for elementary and secondary emergent bilingual programs.
Initiate and maintain effective liaison with other school districts and community resources to keep abreast of educational development and ideas.
Provide optimal customer service to all students, employees, parents, and community members.

Working Conditions:

Maintain emotional control under stress. Frequent district wide travel and occasional statewide travel; occasional prolonged and irregular hours. Occasional lifting.

Qualifications: Master’s degree in the area of administration and/or curriculum and instruction
Valid Principal Certification preferred
ESL Certification required
Valid Texas Teaching Certification
Knowledge of TEA rules and guidelines related to emergent bilingual students
Ability to work successfully in a collaborative, team environment
Strong interpersonal skills
Effective written and verbal communication skills
Knowledge in second language acquisition and best practices for emergent bilingual students

Salary Range: 106K - 145K
