EDUCATION AND EXPERIENCE:
Bachelors Degree
Ten years of construction experience, of which five years should be management level experience, or equivalent combination of experience and education

Construction experience may be substituted for education requirements on a one year for one year basis



High School Diplomas and college/university degrees must be obtained from an accredited program or university approved by the United States Department of Education and the Texas Education Agency.



PRIMARY PURPOSE SUMMARY:
Responsible for total management of North East Independent School District's (NEISD) bond funded construction and Maintenance and Operations (M&O) funded engineering programs, including fiduciary responsibility for all bond funded and engineering expenditures.



ESSENTIAL REQUIREMENTS AND RESPONSIBILITIES:
1. Serves as senior construction management and engineering staff officer for the Superintendent of Schools, and as the contracting officer for the Construction Management and Engineering Department.
2. Plans, coordinates and executes all aspects of bond and engineering program project planning as well as the conduct of facility needs assessment to determine/ develop bond-funded program requirements.
3. Ensures project requirements are fully coordinated with Design Team (A/E) consultants, contractors, campus administrators, and multiple District departments.
4. Employs full spectrum of construction delivery methods including RFCSP, Construction-Manager-at-Risk, Design-Build, Competitive Bid, JOCC, DOCC, IDQ, and Preferred-Vendor as authorized by the Board of Trustees.
5. Ensures completed construction work fully complies with project plans and specifications.
6. Ensures use of computer-based construction management program to monitor construction execution.
7. Develops, refines and implements a performance-based contractor selection system to bid and award construction contracts.
8. Ensures full range of construction contracting functions are executed in efficient and effective manner.
9. Works closely with and maintains an effective working relationship with all municipal authorities in the best interests of NEISD.
10. Represents NEISD with City Staff Agencies regarding District construction and engineering practices.
11. Serves as the senior departmental budget manager; approves monetary changes to construction projects per Board authority.
12. Coordinates legal issues with NEISD attorney.
13. Oversees management of the District's Job Order Contracts, Delivery Order Contract, Indefinite Delivery Quantity Contract and Preferred Vendor Contracts to maintain District facilities.
14. Recommends appropriate actions regarding engineering project request forms initiated by campus administrators to the Chief Operations Officer and/ or Chief Financial Officer.
15. Maintains knowledge of District curricula and instructional strategies as they may be affected by facility considerations.
16. Fosters the use of emerging technologies in the classroom through construction of new and renovation of existing facilities.
17. Determines which construction and engineering issues should be referred to the Superintendent, Board of Trustees, Chief Operations Officer and/or the NEISD attorney.
18. Represents the District in conferences with architects/engineers in the review of designs and construction acceptance of important major projects.
19. Recommends changes in staff policies and priorities to the Superintendent and/or Chief Financial Officer.
20. Works closely with District departments to ensure effective integration of construction management and engineering activities in renovation of existing facilities or development of designs for new facilities.
21. Recommends facility needs to the Superintendent and/or Chief Financial Officer for inclusion in current or future bond projects.
22. Provides information to the Board of Trustees as required approval to indicate status of construction projects.
23. Administers the District's design development process and ensures timely planning, scheduling and execution of project design and construction programs.
24. Presents the District's construction and engineering programs to the Board of Trustees, the Citizen’s Bond Advisory Committee, and community.
25. Emphasizes the importance of a positive work environment, and fosters team building both within the department and throughout the consultant and construction teams.
26. Demonstrates effective decision making skills, and develops achievable goals and action plans for goal attainment.
27. Encourages personal and professional growth and development.
28. Complies with District policies and regulations, as well as state and federal laws, and identifies high priority tasks for subordinate managers.
29. Serves as the department vision bearer for professional and ethical conduct; represents NEISD with the highest ethical standards and conducts oneself in a professional manner
30. Maintains confidentiality of all information.
31. Reports to work on time every day.
32. Performs additional duties and accepts other responsibilities as may be assigned.

QUALIFICATION REQUIREMENTS:
- Excellent verbal and communication skills and superior personnel management skills, including the ability to speak and communicate effectively with customers or employees
- Exceptional ability to read and interpret contract documents, plans/specifications, building codes, operating and maintenance instructions and procedure manuals
- Exceptional ability to write detailed reports and correspondence
- Ability to effectively use computers and common Microsoft programs including Word, Excel and Power Point
- Valid Texas Driver's License with driving record that meets the requirements of the District
