Description/Notes: Primary Purpose:
Responsible for the administration of the district’s recruitment program to ensure selection and placement of qualified personnel. Will oversee consistent hiring and screening processes and ensure that the district is represented as an attractive employer. Responsible for overseeing and managing daily departmental operations with recruitment/retention, onboarding, leaves and benefits administration and employee relations. Will serve as a backup for the Director of Human Resources, when the Director is unavailable. Will ensure consistent, legally sound and effective human resources management programs, policies, and practices.

Education/Certification:
Bachelor’s degree in human resources or equivalent
TASBO Certification (preferred)
SHRM Certification (preferred)

Special Knowledge/Skills:
Knowledge of administration of assigned programs and applicable laws
Ability to implement policy and procedures
Ability to use software to develop spreadsheets, perform data analysis, and do word processing
Strong organizational, communication, and interpersonal skills
Ability to effectively present information in one-on-one and to small and large groups of employees
Excellent public relations, organizational, communication and interpersonal skills

Experience:
3 years of experience in human resources administration, public school administration, or related field
3 years of supervisory experience
Major Responsibilities and Duties:
Human Resources Program Management
1. Assist Director in developing and implementing personnel policies and procedures for the district.
2. Coordinate the day-to-day operations of staffing, wage and salary administration, leave administration, performance appraisal, employee relations, and/or benefits.
3. Assist in ensuring district compliance with federal and state laws and regulations.
Recruitment
4. Work with principals and supervisors to identify and select personnel for all assignments. Screen and interview applicants and recommend candidates for final interview or hire.
5. Develop and implement effective recruiting strategies. Analyze results annually and make changes as needed.
6. Identify optimum recruiting opportunities and represent the district at key recruiting fairs and events.
7. Develop and maintain active relationships with college and university career teacher preparation officials and placement offices, Regional Education Service Center staff, professional associations, and other recruiting resource organizations.
8. Coordinate the assignment of student teachers and staff from educator preparation programs.
9. Plan and coordinate annual district teacher job fair.
Employment
10. Oversee the employment application and screening process, monitor for effectiveness, and make recommendations for changes as needed.
11. Administer the employee transfer process.
12. Assist HR Director in working with principals and other administrators to forecast staffing needs and develop staffing plans. Oversee and implement these recruitment and retention strategies and screening and selection process for all employees.
13. Review certifications to ensure that teachers have the appropriate credentials for assignments.
14. Collaborate the onboarding process with the Compensation Specialist and HR Clerk for new employees to acquire appropriate information, support, and training necessary for success on the job.
Compensation and Benefits
15. Collaborating with the district’s Compensation Specialist including preparing and reviewing job descriptions, salary surveys, and position reclassifications.
16. Calculate salaries for new hires and assignment changes.
17. Facilitate the district’s leave, health insurance, optional employee benefits, workers’ compensation, and unemployment compensation benefit programs including overseeing relationship with insurance vendors and third-party administrators.
18. Oversee responsibilities of the HR Clerk, Compensation Specialist, and Front Desk Receptionist.
Employee Relations
19. Assist with identifying and responding to employee issues; work in collaboration with district leadership to ensure preemptive and effective employee communications.
20. Assist with the administration of the employee grievance procedure adopted by the board. Assist director of human resources with investigation, analysis, and decision-making process regarding personnel problems and/or other related policy issues.
21. Support directors, officers, employees and other government agencies on employment, record keeping, retirement, grievance and other personnel matters and procedures.
22. Assist with annual research regarding employee satisfaction, morale, and communications. Monitor employee retention and turnover through analysis of data and exit interviews. Coordinate effective districtwide employee recognition programs.
23. Oversee the completion of employee handbook and personnel directory updates annually. Inform employees of personnel policies, procedures, and programs that affect them.
Records and Data Management
24. Oversee personnel records management and help ensure compliance with the state records management program.
25. Compile, maintain, and file all reports, records, and other documents as required.
26. Oversee HR Data and Compliance Specialist to ensure that all HRIS and related data programs are accurate and up to date; ensure that required and requested reports are timely and accurate.
Other
27. Prepare and deliver written and oral presentations on HR and management issues to employees.
28. Stay abreast of current research and best practices in human resources management and development in educational and non-education-related settings, and adjust plans, policies and procedures accordingly.
29. Ensure compliance with local, state and federal employment laws. Stay abreast of state and federal public policy changes that could impact the district.
30. Oversee HR Student Worker/Intern and co-supervise Administration Building Receptionist.
31. Follow district safety protocols and emergency procedures.
32. Other duties as assigned.
33. Regular attendance required.
Supervisory Responsibilities:
May supervise, evaluate, and recommend hiring and firing of human resources department employees

Salary Range: $72,089.00-$87,914.00
