Primary Purpose 

To ensure LEAs have sufficient guidance and technical assistance to meet ESSA federal compliance requirements, to strengthen the quality of local ESSA programs, and to promote coordinated use of funds for best practices aligned to TEA Strategic Priorities in the ESSA Consolidated State Plan.

Education/Certification: 

Masters Degree 

Texas teacher certificate

Principal Certification 

Special Knowledge/Skills: 

In-depth knowledge of ESSA program requirements.

In-depth knowledge of EDGAR, UGG, and the effects of local policy on program compliance.

In-depth knowledge of federal program processes including applying for grants, compliance and programmatic validations, and fiscal and program requirement reporting.

In-depth knowledge of best practices in federal program design and implementation specifically regarding family engagement and equitable access to public education.

In-depth knowledge of the Texas accountability system and its relationship to ESSA and federal accountability.

In-depth knowledge of data disaggregation and how to use the data to impact campus/district planning in regard to federal programs. 

Team-oriented attitude and desire to work collaboratively with ESC staff and campus/district/charter school personnel. 

Strong organizational, communication, public relations, and interpersonal skills. 




Experience 

A minimum of three years of successful district-level experience leading federal programs, specifically ESSA

Successful training and professional development experience

Successful experience with grant management including program design, budgeting, fiscal and program requirement compliance, and reporting

Experience participating in committees, workgroups, and other professional environments with public agencies

Essential Duties and Responsibilities 

This list of essential functions is not exhaustive and may be supplemented. 

Collaborate with program leadership and staff to plan, implement, and performance manage a program aligned to TEA program requirements. 

Analyze available needs assessment data from regional, state, and national sources.

Establish key performance indicators (KPIs) and metrics to measure success and progress.

Monitor and evaluate program performance regularly, conducting qualitative and quantitative analyses.

Collaborate with the program team members to establish action plans with adjustments to enhance program performance.

Ensure that the performance management process is cyclical and iterative, promoting continuous improvement.

Attend professional development and meetings related to grant requirements.

Provide training, products, and services incorporating quality review, multiple models of professional development, and appropriate adult learning strategies in the areas of ESSA. 

Provide technical assistance to local education agencies (including school districts and charters) as needed, as well as appropriate follow-up to training, products, and services provided in the areas of ESSA and other federal programs. 

When required, provide in-person technical assistance to small/rural and charter leadership.

Participate in designated local, state, and national professional development activities and share information with  ESC staff and appropriate regional personnel. 

Perform other duties as assigned.

Computers, projection devices, control panels in meeting rooms, printers, productivity software, software specific to the job assignment, network resources, Internet resources,  and other hardware and software necessary to effectively and efficiently perform the functions of the job. 

Working Conditions (Mental Demands/Physical Demands/Environmental Factors) 

Mental: Public relations and people skills are required at all times, work with frequent interruptions, and maintain professional composure under stress. 

Physical: Occasional prolonged and irregular hours, ability to move tables and chairs and load and unload boxes/materials. Prolonged use of a computer. 

Environmental: Open cubicles/workstations. 

Evaluation 

Annual performance evaluation will be performed in accordance with the adopted policies of the Education Service Center Region 11. Employment in this position is contingent on performance, need, and funding.
