Description/Notes: Primary Purpose
Supervising the regional testing program, ensuring compliance with state and national testing
requirements; assuring technical support for online and in-person testing, as well as liaison to
the Texas Education Agency and state assessment vendors; coordinating, marketing,
supporting, and training district and campus staff in the service center’s Data System Resources
(DRS) such as Eduphoria, DMAC, TEKSbank, and Mastery Prep. Serving as regional testing
coordinator, interfacing with 76 school districts and 40 charters. Utilizing assessment and data
tools to support formative and summative data analysis and continuous improvement.

Education/Certification
❖ Masters Degree in related area (required)

❖ Knowledge and understanding of test measurement concepts including norm-referenced
assessment procedures, interpretation, and data analysis

Experience
❖ Minimum of three years of central office experience (required)
❖ Minimum of two years of campus administrative experience (preferred)
❖ Minimum of three years as a testing coordinator in a K-12 public school system

Assessment:
❖ Provide training and support for leaders with test measurement concepts including
norm-referenced assessment procedures, interpretation, and data analysis
❖ Provide technical assistance and professional development regarding campus
leadership development in the areas of data analysis and continuous improvement
❖ Train and support campus and/or district staff regarding the understanding and
appropriate use of assessment data
❖ Train and support campus and/or district staff to ensure proper administration of all
norm-referenced and criterion-referenced assessments
❖ Manage assigned projects or processes to achieve defined outcomes and meet required
due dates for compliance with state requirements
❖ Support District Testing Coordinators in the management of state and local test
administration
❖ Collaborate with the accountability, special programs, MTSS, GT, and, emergent
bilingual specialists to identify professional development needs associated with
assessment and data analysis to close student achievement gaps among sub-groups
❖ Take the initiative to develop professional, appropriate training and technical support for
regional assignments
❖ Support the efforts of the School Improvement Team, Accountability Specialist, and other
departments at the ESC as directed to support professional development for district or
campus needs
❖ Support and coordinate the annual assessment conference with ESC Region 10 and
ESC Region 11
❖ Support and coordinator site sessions and monthly support sessions on Assessment
Data Systems (Eduphoria, DMAC Solutions, MAPS, NWEA, etc.)

❖ Coordinate, market, support, and utilize in the service center’s Data System Resources
(DRS) such as Eduphoria, DMAC, TEKSbank, and Mastery Prep to train professional
learning communities on the use of formative data
❖ Skill, knowledge, and ability to communicate assessment security procedures and legal
requirements
School Improvement:
❖ Ensures LEAs meet the grant program requirements for the School Improvement Grant
and/or the Effective Schools Framework Facilitation Grant
❖ Has a deep understanding of Texas School Accountability, and higher education
assessment accountability
❖ Cultivates relationships and designs professional learning for campus leaders and
District Coordinators of School Improvement (DCSIs)
❖ Ability to -coach and support district and campus leaders in developing an improvement
plan aligned to rigorous goals and develop systems and structures to support the
implementation of the plan
❖ In-depth knowledge of campus leaders’ roles as instructional leaders, including critical
instructional leadership tasks such as observation/feedback cycles, data analysis, and
professional development
❖ Strong analytical and problem-solving skills
Effective Schools Framework Diagnostics & Professional Development:
❖ Ability to analyze and synthesize data and other authentic instructional artifacts to
assess leadership proficiency
❖ Ability to self-reflect, apply feedback, and continuously improve
❖ Ability to develop the capacity to write an Effective School Framework Diagnostic report
with support and guidance from the School Improvement Lead or designee
❖ Ability to develop the capacity to complete an Academic Review report with support and
guidance from School Improvement Lead or designee
❖ Ability to attend all required TEA training related to job responsibilities
❖ Strong organizational and time management skills
❖ Strong verbal and written skills
❖ Attend state and local training for state accountability, College Board requirements, and

Working Conditions (Mental Demands/Physical Demands/Environmental Factors)
Mental: Public relations and people skills are always required, work with frequent interruptions,
and maintain professional composure and confidentiality under stress.
Physical: Occasional prolonged and irregular hours, ability to move tables and chairs and
load/unload boxes and materials. Prolonged use of a computer.
Environmental: Open cubicles/workstations.
Travel: Travel to Local Education Agencies (LEAs) in the region and some overnight travel is
required. Assignments to districts are based on the needs of the LEA and the availability of
consultants. Mileage is reimbursed and arrangements for overnight travel are provided by ESC
Region 11.
Evaluation
Annual performance evaluation will be performed in accordance with the adopted policies of the
Education Service Center Region 11. Employment in this position is contingent upon
performance, need, and funding.
Qualifications:
Salary Range: $90,759 (minimum) to $110,681 (midpoint)
Benefits: $645 monthly contribution for Medical Insurance
