Description/Notes: PRIMARY PURPOSE:

Direct and manage the district's operation activities including facility planning, maintenance, custodial, and construction.
Operations Management

Oversee the management of facilities maintenance, warehouse, custodial, and operations of the district.
Monitor and reevaluate operations departments on an ongoing basis to ensure that district needs are being met in an effective and efficient manner. Implement changes where appropriate.
Collaborate with architects and consultants during the design and planning phases of all construction projects to ensure compliance with the district’s specifications, design and construction standards, and building programs. Monitor the progress and compliance of ongoing construction projects.
Ensure that the necessary time, resources, materials, and technology to support accomplishment of department goals are available.
Ensure that facility planning, maintenance, and custodial departments are supportive of the instructional goals of the district.
Policy, Reports and Law

Implement federal and state laws and regulations and local board policy and ensure compliance. Stay abreast of state and federal public policy changes that could impact the district.
Compile, maintain, and file all reports, records, and other documents as required.
Budget

Develop and administer the department budget based on documented needs and ensure that operations are cost effective and funds are managed prudently.
School/Organizational Climate

Use management practices that promote collegiality, teamwork, and collaborative decision making among staff members.
Provide for an effective two-way communication channel with staff, district, employees, media, community, and the Board.
Work with district personnel in projecting building and facility needs, energy needs, and capital equipment needs.
School/Organizational Improvement

Ensure that district operations contribute to the attainment of district goals and objectives.
Contribute to district-wide school improvement efforts and the attainment of Academic Excellence Indicators as a member of the Administrative Team.
Act as advisor to the superintendent on all questions relating to personnel, operations, and facilities.
Personnel Management

Plan, implement, and evaluate district programs for recruitment, selection, and assignment of district employees.
Monitor and report the extent to which the district's policies and procedures are implemented uniformly and consistently.
Work cooperatively with others to ensure compliance with personnel laws and regulations (Equal Employment Opportunity compliance, EEOC, Title IX, Fair Labor Standards Act).
Define and evaluate job performance expectations of subordinate staff.
Develop training options and improvement plans in the development of staff to ensure the best operation of the department.
Make recommendations for the assignment of and termination of employment of all personnel in the maintenance, and custodial departments.
Organize and implement staff development programs for personnel within the maintenance and custodial departments.
Coordinate work schedules and vacation schedules for maintenance, and custodial department.
Administration and Fiscal/Facilities Management

Work cooperatively with other department supervisors with establishing duty day requirements and schedules of operation.
Coordinate worker's compensation and unemployment compensation disputes through the human resource department.
Assume responsibility for comprehensive overall planning and scheduling of maintenance, custodial, and construction requirements of the district.
Ensure that standards consistent with all applicable laws are maintained at a minimum.
Inspect all school buildings and grounds on a regular basis to determine that high standards of workmanship, cleanliness, safety, and security are maintained.
Supervise and inspect the improvement and renovation work performed by outside contractors, and verify that the terms of all such contracts have been fulfilled before authorizing final payments.
Assume a leadership role in the process of site selection and acquisition and the development of architectural plans.
Develop recommendations for future equipment in the maintenance and custodial departments.
Work with commissioned architects in the development of plans and in the construction of new facilities to ensure compliance with district requirements and economy.
Recommend approval of preliminary plans, completed working drawings, and specifications.
Investigate and evaluate new materials, techniques, and methods for providing adequate, economical educational facilities.
Maintain and update all records, drawings, and descriptive materials of all school facilities and sites.
Visit all construction projects at frequent intervals to assure that plans, specifications, codes, and regulations are being observed and followed.
Act as liaison on all disputes arising from contract personnel, contractors, construction, and acceptance of facilities.
Work cooperatively with others to ensure the risk management program is effective at improving safety and reducing costs.
Work with others to compile and report projections of personnel and facility needs.
Student Management

Encourage the selection of employees who model appropriate behavior to students
Demonstrate support for the district's management system and expected student behavior related to operational aspects of the district (custodial and maintenance).
Professional Growth and Development

Use information and insights provided through assessment instruments, the district appraisal process, evaluative feedback from line supervisors, and professional development programs to improve performance.
Provide leadership in addressing challenges facing the profession; pursue professional development activities; disseminate ideas and information to other professionals.
School/Community Relations

Articulate the district's mission to the community and solicit its support in realizing the mission.
Demonstrate awareness of district/community needs and initiate activities to meet those identified needs.
Advise the superintendent on decisions regarding school closings during inclement weather due to the conditions of facilities.
Employee/Supervisor Relations

Demonstrate skill in communicating with the superintendent in writing and orally; responds expeditiously to the superintendent's directives and requests.
Perform all related duties as required by the superintendent.
Other

Prepare and deliver written and oral presentations on operational issues to the board. Attend regular meetings of the board.
Other duties as assigned.

SUPERVISORY RESPONSIBILITIES:

Supervise, evaluate, and recommend the hiring and firing of maintenance, warehouse, custodial and operations department clerical staff.
Qualifications: Minimum Education/Certification:

Bachelor’s degree or equivalent experience



Special Knowledge/Skills:

Knowledge of operations management

Ability to interpret data and evaluate maintenance and custodial programs

Ability to manage budget and personnel

Ability to implement policy and procedures

Excellent communication, public relations, and interpersonal skills

Ability to exercise judgment in decision making



Minimum Experience:

5 years’ experience in facilities operations management

5 years’ experience managing people
Salary Range: Minimum $334.45 daily

238 duty days
Benefits: FISD pays $315 a month towards TRS Health Insurance.
