Description/Notes: FUNCTION:
Directs and manages the student, business, and PEIMS data processing, systems and operations, application programming services, and intranet and WEB portal presence for the district. Provides timely and efficient computer services to all campuses and administrative departments, and operates the office of information systems consistent with Board Policies, administrative regulations and procedures and within the requirements of regulatory agencies.

MAJOR RESPONSIBILITIES & REQUIREMENTS:
Instructional Management

Ensures that data processing and computer services are supportive of the instructional goals of the District. School or Organization Morale

Personnel Management

Prepares, reviews, and revises job descriptions in the Office of Data Systems.
Develops training options and/or improvement plans to ensure the best operation in the area of data processing.
Evaluates job performance of employees to ensure effectiveness.
Makes sound recommendations relative to personnel placement, transfer, retention, and dismissal.
Follow Human Resource guidelines as it deals with employees.
Management of Administrative, Fiscal, and Facilities Functions

Directs and manages the District's Information Systems Department.
Demonstrates responsible fiscal control over assigned budgets.
Ensures that programs are cost effective and funds are managed prudently.
Compiles budgets and cost estimates based upon documented program needs.
Implements the policies established by federal and state law, State Board of Education rule, and local board policy in the data processing area.
Compiles, maintains, and files all reports, records, and other documents as required.
Plans and conducts need assessment for growth and improvement of the District's computing and networking services.
Ensures that computer systems and applications are maintained and upgraded as necessary.
Designs and provides computer services to District personnel.
Provide leadership and direction for application development and support for web and application services, data integration, Enterprise Resource Planning (ERP) application services, PEIMS, Business Information System (BIS), and Student Information Systems (SIS), including budgeting, and planning.
Responsible for setting a company's technological goals and making sure those goals are met on time.
Duties could include hiring and training Information Systems staff, developing technical standards and evaluating whether new technologies will suit a company's business needs.

Demonstrates support for the District's student management policies and expected student behavior related to computer services.

SUPERVISORY RESPONSIBILITIES:

Supervises and evaluates the performance of data system specialists, computer operators, PEIMS staff, software developers, and support staff assigned to Information Systems, as well as WEB portal and intranet designing/administration staff.
Open door policy with staff members and communication with them in person not just via email.

WORKING CONDITIONS:

Qualifications: Education Certification Required:

Bachelors degree in Computer Science with emphasis in management information systems and computer applications
Preferred: Master Degree

Special Knowledge/Skills:

Knowledge of database design, Object-Oriented and procedural languages, Web design and development.
Demonstrated knowledge and experience in software development adhering to the software development life cycle techniques.
Demonstrated knowledge and experience in project management using project management tools.
Knowledge of the Public Education Information Management System (PEIMS) data
Knowledge of laws, regulations, and policies related to student discipline and attendance
Knowledge of positive discipline support programs
Ability to disseminate information to individuals and groups
Ability to interpret policies, procedures, and laws
Excellent organizational, communication, and interpersonal skills
Ability to mediate, problem solve, and resolve conflict
Knowledge of Local Area Network (LAN) and Wide Area Networking (WAN), ability to work with the Director of Technology Support Services.

Experience:

Required:

Minimum of 5 years of experience managing applications software development.
Minimum of 5 years of experience managing a large-scale data processing installation in a multi-campus organization with a strong understanding and running of student system, business system (e.g. PowerSchool, Synergy, NEO). In addition, working with PEIMS accounting.
Minimum of 5 years working in the large school district in a technology service area.
Minimum of 5 years managing 10 or more employees
Minimum of 5 years of demonstrated experience in decision-making, operational management, customer interaction, collaboration on teams, strategic initiatives, and individual productivity.
Minimum of 5 years of experience working with the Public Education Information Management System (PEIMS) data


Preferred:

Salary Range: GRADE / STEP: INTA/308
SALARY: Salary range is $354.22 to $494.20 daily (individual daily rate calculation is based on applicable experience).
