BASIC FUNCTION & RESPONSIBILITY: Works in collaboration with the Director of Human Resources in managing employee compliance across the district. Assists in the implementation of HR programs, including monitoring certification status and ensuring compliance with state requirements. Directs employee appraisal processes and manages the job description library. Provides support in paraprofessional and auxiliary staffing, as well as employee relations. Implements legally sound and effective human resources management programs, policies, and practices.



KNOWLEDGE, SKILLS, & ABILITIES

Knowledge of federal, state, and local laws and policies relating to certification, appraisals, and job descriptions.
Knowledge of district human resources documents, forms, policies, and procedures.
Knowledge of programs, policies, and procedures in the teacher appraisal process.
Ability to assist in understanding and fulfilling hiring expectations by effectively assessing organizational needs, collaborating with hiring managers, and implementing strategic recruitment plans.
Skill in communicating effectively verbally and in writing.
Skill in analyzing complex information and implementing long-range and immediate plans.
Skill in operating standard computer and software applications, including but not limited to electronic mail,
word processing, spreadsheets, and presentations.

ENTRY QUALIFICATIONS:

Bachelor’s degree from an accredited college or university
Minimum of three years of successful teaching experience or human resources experience (preferred)
Texas teaching certification (preferred)

Management of Human Resources Functions:

Process applications and verify certification with the Texas State Board of Educator Certification (SBEC), universities, colleges, education agencies in other states, and alternative certification programs.
Assist principals, supervisors, and human resources staff in identifying appropriate certification requirements for assignments according to SBEC criteria.
Assist in ensuring all teachers are appropriately qualified and have the required credentials for the current assignment.
Assist in overseeing certification, testing, and permit status and follow-up with employees to ensure completion of certification requirements within established timelines. Process SBEC permit applications and monitor permit status.
Research and maintain current information on SBEC, certification requirements and processes, and testing dates.
Support District of Innovation (DOI) candidates in obtaining the required teacher certification. Coordinate comprehensive onboarding sessions to inform candidates of expectations effectively.
Assist in overseeing the preparation and distribution of all employee contracts.
Assist in overseeing onboarding for paraprofessional staff.
Coordinate and monitor the employee performance appraisal system and ensure all principals and supervisors meet all requirements with appropriate documentation in the required timeline.
Assist in implementing plans for addressing Human Resource training needs throughout the district; develop and plan training programs to meet the established needs. Oversee and implement both ongoing and special interest training.
Assist in maintaining a system for new employees to acquire appropriate information, support, and training necessary for success on the job.
Assist with district staffing sheets, including maintaining position identification numbers.
Take a proactive role in identifying and responding to employee issues; work in collaboration with district leadership to ensure preemptive and effective employee communication.
Assist department director with investigating personnel matters.
Interpret policies and procedures and ensure support of directors, officers, employees, and other government agencies on employment record keeping and other personnel matters and procedures.

Personnel/Employment:

Work cooperatively with principals and department heads to meet personnel needs.
Assist with coordinating the administration of the new hire orientation and onboarding programs for new employees.
Assist with the revision of the job description library, ensuring compliance with ADA requirements and district-wide consistency.


Assist in developing and implementing procedures to ensure that employees are kept well informed of personnel policies, procedures, and programs that affect them.
Oversee the employment application and screening process for paraprofessional staff, monitor the effectiveness and make changes as needed.
Assist in certification verification with Texas State Board of Education, Universities, Colleges, Agencies in other states, and Alternative Certification Programs.
Recruitment:

Work with principals and supervisors to identify and select personnel for all assignments. Assist with screening applications and recommending candidates for interviews.
Assist in developing and maintaining active relationships with college and university career teacher preparation officials and placement offices, Regional Education Service Center staff, professional associations, and other recruiting resource organizations.
File Management:

Assist in maintaining the district position control data system in an accurate and efficient manner.
Assist with receiving and processing personnel requisitions, including reconciling vacancies with approved staff allocations and verifying accuracy of information. Assist in identifying and resolving inconsistencies.
Assist in ensuring accuracy with position control to include assignments, reassignments, and separations.
Assist in overseeing all job vacancy announcements with the district application tracking system.
Professional Growth and Development:

Use information and insights provided through assessment instruments, the district appraisal process, evaluative feedback from supervisors, and professional development programs to improve performance.
Address challenges facing the profession; pursue professional development activities; disseminate ideas and information to other professionals
Attend various district meetings to stay on top of current district instructional practices and campus expectations with regard to state accountability.
Assist in overseeing all aspects of the district appraisal system.
School/Community Relations:

Articulate the district’s mission to the community and solicit its support in realizing the mission.
Project a positive image to the school and community. Participate in professional development activities to maintain current knowledge of human resources rules, regulations, and practices.
Other:

Prepare and deliver written and oral presentations on human resources and management issues to principals, teachers, parents, and community groups as needed.
Attend Board Meetings.
Stay abreast of current research and best practices in human resources management and development in educational and non-educational related settings, and adjust plans, policies, and procedures accordingly.
Assist in compliance with local, state, and federal laws regarding human resources management and development. Stay abreast of state and federal public policy changes that could impact the district.

Maintain emotional control under stress.

Salary Range: $281.50 to $451.62 per day
