Description/Notes: BASIC FUNCTION & RESPONSIBILITY: Serve as a member of the Superintendent’s Cabinet. Direct and manage the primary day-to-day responsibilities for performance of human resources and student services. Have sufficient knowledge and understanding of the District policies, operations, priorities and philosophies to ensure District commitments, goals and objectives are met or exceeded.



KNOWLEDGE, SKILLS & ABILITIES:

Knowledge of school district functions, programs, and systems
Knowledge of wage and salary, benefits, and performance appraisal administration
Knowledge of local, state, and federal laws and regulations related to areas of supervision
Knowledge of general and education employment law and hearing procedures
Knowledge of selection, training, and supervision of personnel
Understanding of District and campus operations and programs
Ability to implement law, policy, and procedures
Ability to manage budget and personnel
Ability to speak effectively before groups of employees, the school board, or other organizations
Excellent public relations, organizational, communication and interpersonal skills


ENTRY QUALIFICATIONS:

Bachelor’s degree in human resources, public administration, business administration, or equivalent
Master’s degree required
Superintendent certification preferred
Texas mid-management/principal or other appropriate certificates
Certificate issued by State Board for Educator Certification


EXPERIENCE:

5 years of progressively responsible experience in human resources management or public-school administration (preferred)
5 years supervisory experience, preferably as an assistant superintendent or central office administrator.
3 years experience as a campus administrator (preferred)

Administrative Management:

Collect, analyze, and present data and information requested by the Superintendent to assist in planning, evaluation, and decision-making.
Work with supervising staff to draft, review, and revise District Board policies and administrative regulations for areas of supervision.
Develop and distribute the Employee Handbook.
Assist supervisors with employee counseling, improvement plans, and due-process procedures where needed.
Work with all levels of administration to forecast staffing needs and develop staffing plans.
Direct the administration of the District’s compensation plan.
Develop, implement, administer, and monitor procedures for salary administration and compensation placement of new hires.
Oversee the new teacher mentor process.
Work collaboratively with staff and/or departments where there is line of authority to document, assess, prioritize and recommend human, material and fiscal resources needed to attain the District’s goals, and then to ensure the related programs are cost effective and funds are managed responsibly and prudently.
Ensure District’s philosophy, mission, vision, policies, and procedures are supported and represented in long-range planning and the daily operations of supervised departments.
Communicate and work collaboratively with and are responsive to community members and community groups appropriately.
Demonstrate commitment to vision, mission, goals of the district as detailed by the Superintendent’s goals, the District’s strategic plan, District Improvement Plan and Campus Improvement Plans.
Initiate, implement, and evaluate activities and/or programs to develop and enhance the competency and effectiveness of campus administrators and central office administration over which there is direct supervision.
Recommend and supervise (as appropriate) improvements and/or revisions to policies pertaining to areas of responsibility.
Demonstrate high expectations of staff.
Supervise the processing of student transfer requests.
Develop and distribute the Student Handbook.
Coordinate and supervise the District’s Discipline Management Plan.
Professional Growth and Development:

Use information and insights provided through assessment instruments, the District appraisal process, evaluative feedback from line supervisors, and professional development programs to improve performance.
Address challenges facing the profession; pursue professional development activities; disseminate ideas and information to other professionals.
Stay abreast of current research and best practices and development in educational and non-education-related settings, and adjust plans, policies and procedures accordingly.
School/Community Relations:

Communicate and collaborate professionally, ethically, and responsibly with all stakeholders.
Maintain a positive and effective relationship with the Superintendent, Board of Trustees and District staff.
Work in collaboration with district leadership to ensure preemptive and effective employee communications.
Supervise the employee grievance procedure adopted by the Board.
Supervise the investigation, analysis, and decision-making process regarding personnel problems and/or other related policy issues.
Interpret policies and procedures and ensure support of directors, officers, employees and other government agencies on employment, record keeping, grievance and other personnel matters and procedures.
Conduct annual research regarding employee satisfaction, morale, and communications.
Implement procedures to ensure that employees are informed of personnel policies, procedures, and programs that affect them.
Other Responsibilities:

Attend Board meetings.
Ensure compliance with local, state and federal laws regarding public education management and development. Stay abreast of state and federal public policy changes that could impact the District.


SUPERVISION EXERCISED: Supervise, evaluate, and recommend hiring and dismissal of staff members in areas of supervision.

Qualifications: Bachelor’s degree in human resources, public administration, business administration, or equivalent
Master’s degree required
Superintendent certification preferred

Salary Range: $532.21 to $717.20 per day
