Description/Notes: Primary Purpose:
Lead and administer all aspects of career and technical education programs including program development, implementation, evaluation, and modification to ensure that they meet or exceed the local, state, and national requirements.



Qualifications:
Education/Certification:
Bachelor’s degree required; Master’s degree preferred

Valid Texas teaching certificate



Special Knowledge/Skills:
Excellent written and oral communication skills

Ability to use computer hardware and software appropriate to responsibility

Knowledge of District initiatives, including content standards, content area literacy, effective instruction, and assessment practices

Demonstrated ability to work with multiple grade levels, elementary and secondary Knowledge of all applicable federal, state, and local laws, guidelines, and procedures of CTE Knowledge of Texas CTE Standards and CTE educational issues and trends

Knowledge in the development of rigorous programs in science, technology, engineering and math (STEM) courses

Ability to manage budget and personnel



Experience:
Minimum of three years of successful classroom teaching experience

Minimum of one year of leadership experience as a department chairperson, team leader, intern, or curriculum coordinator

Coaching or mentoring teachers in career/technical education

Planning and facilitating career/technical education professional development Addressing equity issues relating to access and achievement in CTE education

Working successfully with multiple audiences, including, but not limited to, businesses, higher education faculty, administrators, teachers, parents/community members, and students as well as underserved student and parent populations

Researching, interpreting, analyzing, reporting, and utilizing data and evaluating processes and resources



Major Responsibilities and Duties:
1. Assists with the planning and development of goals, objectives, materials, methods, activities for K-16 articulation of CTE curriculum and instruction, and a K-16 long-range district CTE plan.

2. Provide leadership and direction to all CTE courses and programs.

3. Provide assistance to the C & I department in the planning and implementation of professional development offerings, including identification of the elements necessary to develop and provide such offerings.

4. Engage in professional development to remain current with trends, demands, and emerging careers in a rapidly changing workforce.

5. Observe, coach, and provide feedback to teachers regarding all aspects of CTE instruction, student engagement, and classroom environment.

6. Develop effective, contemporary, professional, and responsive programs to meet area economic and workforce needs.

7. Develop and implement a budget for CTE operations as well as assist in writing and compiling reports for grant funds including the Carl D. Perkins application.

8. Conduct grant writing as needed to supplement funding and support the district career technology education long range plan.

9. Compile PEIMS information for career and technology funding; ensure student coding and course coding are accurate and up to date.

10. Develop and propose new career and technology courses in accordance with the TEA Programs of Study to support A-F Accountability.

11. Serve as an instructional coach for STEM/CTE teachers, grades 6 – 12.

12. Collaborate with Director of Guidance, Counseling & CC Readiness on the development of 6-year student plans within SchooLinks.

13. Assist campus administrators on the scheduling of Career and Technology courses. Work with principals to ensure appropriate assignment of highly qualified teachers to course sections.

14. Represent Hays CISD CTE in external partnership committee meetings.

15. Facilitate Hays CTE Advisory Stakeholders meetings.

16. Interface with post-secondary institutions to coordinate programs, develop articulation agreements, implement dual credit opportunities and expand opportunities for all learners.

17. Facilitate partnerships with business, industry, post-secondary institutions, public agencies, and civic and community organizations to promote and provide opportunities for Hays CISD CTE students and teachers.

18. Promote effective CTE student organizations with shared responsibility among teachers.

19. Assist campus administrators in recruiting, interviewing, and recommending highly qualified teachers for CTE offerings as well as participate in the evaluation of CTE teachers by providing additional information.

20. Support grant funded professional development activities that are related to STEM/CTE and coordinate the fair, equitable, and appropriate use of grant funds with the director of federal programs and grants.

21. Promote a positive, caring, and supportive climate for learning and instruction; foster collegiality and team-building among CTE staff members district-wide.

22. Cultivate and model a respectful working and learning environment.



Supervisory Responsibilities:
Supervise, evaluate, and recommend the hiring and firing of career and technology instructional staff, aides, and support staff.
