Description/Notes: JOB SUMMARY: Under minimal supervision, provide specialized support and leadership in the use of data analytics and systems/technology in Human Resource Services. Use HR data to identify trends, assess the adequacy of present policies and practices, and suggest changes for continuous improvement. Serve as the lead point-of-contact for all HR systems and technical assistance, providing input for increased efficiency, automation, and the optimal end-user experience.
Bachelor’s degree from an accredited university required; major in statistics, technology, business administration, or human resources preferred.
Two or more years of data analysis experience preferred.
One to three years of experience providing technical support for technology-based systems; previous systems “super user” preferred.
One to three years of human resource experience preferred.
Proficient in the use of common analytical or reporting tools and technology-based systems.
Ability to gather and analyze relevant data and translate into actionable items.
Ability to understand people-related business challenges and problem solve using data analytics and/or HR systems/technology.
Demonstrated ability to handle detailed processes and procedures in an accurate and expedient manner with high attention to detail, and in providing exceptional customer service at all times.
HRMS experience preferred with strong understanding of HR processes and data, HRMS database design, structure, and functions.
Attention to detail and multi-tasking skills required.
Awareness of: ACA, ADAAA, FLSA, PIA, HIPAA, COBRA, FMLA, GINA, and other legal employment laws and regulations with the ability to apply in specific scenarios.
Ability to successfully manage multiple projects in a fast-paced environment and work with minimal supervision.
Ability to clearly explain technical concepts to people with non-technical backgrounds.
Strong problem solving and critical thinking skills and experience.
Demonstrated organizational skills to plan work and prioritize.
Proficiency with standard functions within electronic applications such as MS Office (word processing, electronic spreadsheets, presentation software), e-mail, web browsers, and databases.
Proficiency with computers (PCs and/or MACs) to include desktop management, file management and operations, and successfully working in a networked environment.

HR Data Analytics
Collect, analyze, and interpret data and information from multiple systems and sources to identify trends and gain maximum insight in order to make suggestions for continuous improvement in all areas of Human Resources (e.g., recruitment, employment, benefits, compensation, training, employee relations, policies and procedures, etc.).
Use various tools and techniques to validate, import, clean, merge, and manipulate data to prepare for data analysis.
Identify and recommend unique opportunities to locate and collect new data.
Identify potential data integrity issues and advise on appropriate audit and mitigation strategies to ensure data accuracy and quality.
Collaborate with HR team and internal clients to understand and define people-related business challenges and gather relevant data for analysis.
Prepare and deliver reports and presentations with rich data visualizations and meaningful business insights that connect to the Center’s mission, vision, core beliefs and strategic drivers.
Communicate accurate and informed conclusions and recommendations; utilize and demonstrate strong non-technical communication skills such that all levels of employees are able to fully understand the meaning and implications of results.
Document processes and work performed; maintain record of data sources and methods used to reach conclusions.
Administer annual TSDS data submission; maintain and update employee TSDS records and document processes; and, ensure ongoing accuracy of TSDS data and reports.
Ensure employee data in the Center’s Notification System is current; administer mass notifications via phone, text and e-mail messages as needed.
Monitor and process data obtained from the Region 20 Self-Service System (i.e., name/address/phone number changes, etc.).

HR Systems/Technology
Assist HR leadership with analyzing and driving new HRS technology projects that are aligned with HR objectives and Center strategic drivers by serving as the HR systems technical lead and providing input for increased efficiency, automation, and optimal end user experience.
Serve as the project facilitator or HR subject matter expert on new HR system implementations, system upgrades and/or enhancements (i.e., requirements gathering, business process review, testing, collaboration meetings, etc.).
Serve as the technical point-of-contact for all HR systems and assist end users with system access and use (i.e., eCPR, HRMS, ERMS, eForms/Workflow, Adjunct Agreement System, Benefits Hub, Notification System, etc.).
Identify, troubleshoot, and research HR system issues; analyze, problem-solve, and follow through to resolution.
Monitor interfaces from HR systems to internal and external data systems.
Prepare and maintain HR system documentation including process documentation, user guides, procedure/policy manuals and other related documents; provide system training as needed.
Manage the creation and maintenance of electronic records and eForms within ERMS classification structure; build and apply workflows, retention and destruction schedules; control access and use; and, assist with implementation of Centerwide use.
Complete special HR system projects by clarifying project objective, setting timetables and schedules, conducting research, and developing and organizing information and focus groups.

Salary Range: Monthly $4307.00 to $5382.00
