|Description/Notes:||JOB SUMMARY: Coordinate, lead, and oversee the administration of multiple complex human resource employment operations, including: recruitment/employment/separation, benefits, compensation, human resource information systems, and records management. Ensure compliance with federal/state employment laws, Center Policies, and Administrative Procedures. Supervise assigned staff.
Master’s degree from an accredited university required. Major in human resources or business administration preferred.
Professional HR credentials preferred.
Three to five years of relevant experience required overseeing the administration of human resource functional areas: recruitment/employment/separation, benefits, compensation, human resource information systems, and records management.
Three to five years designing, developing, and implementing compensation programs and policies.
Working knowledge of the Affordable Care Act, Americans with Disabilities Act, Public Information Act, HIPAA, COBRA, EEO, FLSA, FMLA and other employment/labor laws and governmental compliance requirements.
Demonstrated competency in management; formal training or demonstrated competency in supervision.
Strong organizational skills, project management, attention to detail, ability to meet deadlines, proofread, and prioritize multiple projects in a fast-paced environment.
Demonstrated high level of oral and written communication and presentation skills.
Demonstrated use of interpersonal skills and sound judgment in resolving challenges.
Proficiency with standard functions within electronic applications such as MS Office (e.g. word processing, electronic spreadsheets) and e-mail.
Proficiency with computers (PCs and/or MACs) to include desktop management, file management and operations, and working in a network environment.
Exceptions to these requirements will be considered based on exemplary skills, training, and record of success.
Supervise, coach, and lead the human resource employment operations team.
Provide guidance to supervisors and employees regarding federal/state employment laws, Center Policies, Administrative Procedures, and practices related to HR employment operations.
Ensure ESC-20 recruits and hires a high quality workforce by overseeing all aspects of the recruitment and employment processes, including advertising, vacancy management, and onboarding.
Recommend and oversee the creation and achievement of goals for areas of supervision that will attract and retain a highly satisfied, engaged, and motivated workforce.
Manage the TX Department of Public Safety FACT Clearinghouse process for employee background checks ensuring appropriate security, training, etc.
Process and maintain confidentiality of Criminal History Record Information, as required by law.
Supervise processes for employee changes (e.g., title changes, etc.).
Supervise the employment separation processes.
Oversee benefits administration processes, including new employee enrollment, qualifying events, and annual benefits open enrollment.
Oversee the administration of FMLA/ADA programs and the coordination of complex leave cases involving disability, sick leave bank benefits, and use of paid/unpaid leave.
Oversee the resolution of employee inquiries about leave and benefits, Center Policies, Administrative Procedures, and/or HR processes in a prompt and courteous manner.
Oversee the communications with benefit providers to ensure proper handling of employee benefits.
Manage the ESC-20 Benefits Cooperative; remain proactive in its continued growth, serving as a resource to client districts and charter schools.
Review and recommend changes in benefit products and programs; calculate cost estimates for compensation and benefit recommendations.
Manage the Center’s workers’ compensation and unemployment compensation benefit programs.
Oversee and administer ESC-20’s compensation program, ensuring internal/external equity and compliance with federal wage and overtime laws.
Monitor ESC-20’s market competitiveness, compiling external benchmarking data, and conducting compensation analyses.
Compile and prepare organizational data for participation in salary surveys.
Recommend effective compensation strategies regarding pay system changes and position classifications; present proposals to leadership and ESC-20 Board of Directors.
Develop, maintain, and revise job descriptions and position classifications.
Maintain and update ESC-20’s Salary Schedule and Salary Matrix.
Review and assist supervisors with salary calculations for new and existing employees; ensure compliance with policy and procedures.
Oversee and coordinate annual salary data loads into HRIS, statistical reports, and electronic pay increase announcements to staff.
Collaborate with the payroll department to ensure employees are paid accurately.
Develop, implement, and revise procedures for salary system administration.
Provide educational information to employees & supervisors regarding compensation and benefits in a variety of methods.
Human Resource Information Systems (HRIS)
Drive new HRS technology projects/upgrades and maximize the use of technology in HRS.
Coordinate and manage all aspects of HR systems implementation, maintenance, and enhancements (i.e., HRIS, Electronic Records Management System, eForms/Workflow, etc.).
Ensure training scripts, manuals, and processes are developed and maintained for new systems and/or enhancements to existing systems.
Ensure training occurs Centerwide for systems of responsibility.
Analyze data/metrics for trends in employment operations and root-cause identification; share findings.
Prepare periodic reports to track organizational statistics for strategic planning.
Ensure the accuracy and integrity of all employee records.
Oversee and ensure timely compliance with the Texas Public Information Act.
Oversee and ensure preparation Public School Service Records within legal timeframe.
Ensure employment records are processed for official destruction according to records retention schedule.
Recommend and assist with revisions to Center Policies and Administrative Procedures for areas of responsibility to streamline processes and ensure compliance with regulatory requirements.
