Description/Notes: Position Summary:

Bilingual ESL District Training Coordinator is responsible for providing curriculum, instructional and technical direction to program coordinators and staff regarding effective program models for ELs. The primary focus of the position will be to support instruction, in particular, Dual Language strategies, and design and implement a professional development plan to support dual language programs at the elementary level and ESL in grades Pre-k-12 at the district level. Supervises EL coordinators and guides the development of programmatic procedures and policies. This position coordinates EL program improvement efforts with central office staff, campus principals, teachers, and community.

Qualifications:

Education/Certification

Bachelor’s degree. Preferred Master’s degree in Educational Administration or related field
Bilingual skills preferable, administrative certification, and bilingual or ESL certification required

Experience

3+ years successful bilingual, dual language, or ESL classroom experience or related experience
Administrative experience at the campus level and/or demonstrated successful leadership and professional development experience in the area of dual language or English Learners (preferred)
Knowledge, Skills, and Abilities (KSAs)



Curriculum, instruction, program development, and program improvement expertise
Experience in professional development design and delivery, especially in the area of dual language
Thorough knowledge of research-based best practices for EL, knowledge of EL program models, including ESL at the secondary level, and knowledgeable of state and federal requirements related to Bilingual Education
Possess proven skills in staff development and project management. Incumbent must have demonstrated the ability to lead, motivate, and involve others to create positive work environments for EL students and staff.
Ability to problem solve and handle a variety of administrative duties within tight timeframes
Excellent analytical skills to provide continual program evaluation and improvement.
Able to read, write, and speak/communicate in English in order to receive and to provide work-related information in a timely manner to other employees, supervisors, principals, school personnel, volunteers and where appropriate, visitors and students.
Responsibilities and Duties:


Provides leadership to support the implementation of Pre-K to 12 programming for EL.
Maintains, monitors, and utilizes district and state data information systems and EL records to improve instruction and meet all federal, state and district compliance mandates.
Administers dual language program implementation plan and coordinates with the campus directors to support campus programs.
Keeps current with best practices for EL students, especially dual language models, professional resources and participates in professional development that is in alignment with district goals.
Monitors implementation of EL district work plan and district strategic strategies.
Oversees compliance at the district level and facilitates campuses in meeting State and Federal guidelines and assumes a lead role in maintaining current operating guidelines and forms.
Oversees the planning, development, and implementation of programs. Provides feedback as needed to ensure the quality of work and accomplishment of objectives.
Develops and conducts professional development for the department.
Coordinates with external agencies to provide on-going support to meet EL needs.
Supports the Testing Department with TELPAS and STAAR.
Provides technical and on-site support and training.
Performs audits on-site and online.
Creates training videos.
Develops and maintains a monthly newsletter.
Tracks and maintains inventory.
